Job Description

RCUH Corporate Human Resources Department.  Regular, Full-Time, RCUH Non-Civil Service position with the Human Resources Department, Research Corporation of the University of Hawai‘i (RCUH) core staff located in Honolulu, Hawai‘i.  Relocation assistance will not be offered. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MONTHLY SALARY:  Salary commensurate with qualifications. 

 

DUTIES:  Manages RCUH Employee Benefits plans, programs and policies.  Responsible for the administration of RCUH Employee Benefits Programs relating (but not limited) to Health Insurance, Flexible Spending Plan, Consolidated Omnibus Budget Reconciliation Act (COBRA), Group Life Insurance, Long-Term Care Insurance, Long Term Disability Insurance, retirement plans and Federal/State Family and/or Medical Leave, Workers Compensation, etc.  Responsible for RCUH Employee Sick, Vacation and other paid Leave Administration.  Ensures timely COBRA enrollments, benefits coding for data entry and benefits adjustments (e.g., medical, dental, flexible spending, pre-tax transportation, retirement, etc.). Supervises staff ensuring work is completed in a timely and efficient manner. Updates, modifies and proposes work procedures to ensure efficiency and service.  Responsible for all aspects of employee benefits plans including vendor relations,   Provides professional level special assignments including but not limited to audits, studies, reports, and statistics on human resources/personnel management activities and functions. 

 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor's Degree from an accredited four (4) year college or university in Human Resources Management, Business Administration, English or related field and Certified Employee Benefits Specialist (CEBS) certification.  EXPERIENCE:  Five to seven (5-7) years of progressively responsible professional experience in managing employee benefits plans, policies and programs equivalent to those at the RCUH. Two to four (2-4) years of experience supervising staff.  At least three (3) years of experience working with a computerized Human Resources/Employee Benefits Information System (e.g., Oracle/PeopleSoft).  ABIL/KNOW/SKILLS:  Strong interest in benefits administration and compensation administration. Knowledge of Hawai‘i and Federal employee benefits laws/regulations including Family and Medical Leave Act (FMLA), Hawai‘i Family Leave Law (HFLL), Temporary Disability Insurance (TDI), Affordable Care Act (ACA), Americans with Disabilities Act (ADA), Workers’ Compensation, etc.  Knowledge of HMSA, Kaiser, Hawai‘i Dental Service (HDS) plans etc. Knowledge of employee benefit plans, vendor relationships and related issues. Excellent verbal and written communication skills.  Strong business writing skills.  Ability to read and understand employment laws, employee benefit plans, etc.  Ability to conduct relevant research in employment law and other job-related assignments.  Good problem solving, critical thinking, planning and organizational skills.  Must be able to use PC/Mac operating systems and use of word-processing, spreadsheet, Internet, HRIS and database software/systems. SECONDARY QUALIFICATIONS:  SHRM Senior Certified Professional (SHRM-SCP) certification. Previous related work experience within a research or university environment.  Familiarity with RCUH and/or UH policies and procedures.
