HUMAN RESOURCES ADMINISTRATOR I – ID# 17312

 

RCUH Corporate Human Resources Department.  Regular, Full-Time, RCUH Non-Civil Service position with the Human Resources Department, Research Corporation of the University of Hawai‘i (RCUH) core staff located in Honolulu, Hawai‘i.  Relocation assistance will not be offered. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MONTHLY SALARY:  Salary commensurate with qualifications and experience. 

 

DUTIES:  Responsible for accurate and timely completion of professional level assignments such as, administration of RCUH policies and applicable employment laws, researches and drafts policies, revises existing policies and procedures, conducts fact-finding investigations, and administers equal employment opportunity (EEO) and affirmative action plans and programs.  Provides guidance to Principal Investigators and project staff relating to employment actions, policies/procedures, employee benefits, worker safety, workers compensation, etc. 

 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor's Degree from an accredited four (4) year college or university in Human Resources Management or Business Administration (prefer a degree with professional human resources certification or equivalent post-college training in human resources functions).  EXPERIENCE:  One to three (1-3) years of experience performing general/administrative assignments in human resources management assignments (i.e., employment, recruitment, benefits, workers compensation, HRMS, etc.).  Experience must include acquisition of skills necessary to perform professional level work (i.e., research, report writing, independent judgment and discretion). Prefer some experience managing subordinates.  ABIL/KNOW/SKILLS:  Knowledge of federal and state employment laws, human resources principles and concepts. Knowledge of computerized human resources information system, administration of policies/procedures.  Good working knowledge of three (3) or more of the following: job descriptions, job classifications, compensation administration, recruitment processes, employee misconduct or EEO investigations, researching employment laws, drafting policies and procedures, report writing, affirmative action plan, hiring processes, employee benefits, workers compensation or benefits administration. Working knowledge of efficient and effective use word-processing, spreadsheet, presentation software and data base software.  Strong judgment and problem-solving skills. Ability to communicate (verbally and written) effectively to all levels of internal and external staff Principal Investigators, and program administrators. Proficient in researching laws/regulations, summarizing data, and report writing and business correspondence. Proficient in word processing using MS Word, PowerPoint, and MS Excel.  Ability to demonstrate accuracy and organizational skills. Progression from Level I to Level II is dependent upon incumbent’s demonstrated competence in all job duties, responsibilities, and with the concurrence of the Director of Human Resources. SECONDARY QUALIFICATIONS:  Previous working experience with HRMS system (i.e., PeopleSoft).  Specialized experience in Human Resources Management and/or information systems. Knowledge of and experience administering UH and RCUH policies and procedures.
