Job Description

 

RCUH Corporate Human Resources Department.  Regular, Full-Time, RCUH Non-Civil Service position with the Human Resources Department, Research Corporation of the University of Hawai‘i (RCUH) core staff located in Honolulu, Hawai‘i.  Relocation assistance will not be offered. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MONTHLY SALARY:  Salary commensurate with qualifications. 

 

DUTIES:  Manages the requirements of the RCUH payroll and related functions of the Payroll section.  Ensures the efficient administration of RCUH payroll processing, which utilizes a comprehensive computerized PeopleSoft payroll system to produce an accurate, timely, and legally compliant semi-monthly payroll for over 2,500 employees.  Provides visualization, planning and implementation of future system and operational enhancements as well as the planning of the future direction of the RCUH Payroll section in general.  Supervises the RCUH payroll staff, administers RCUH payroll related policies and procedures, and maintains the payroll processing and computerized/online timekeeping systems. Coordinates work with technical support consultants for PeopleSoft, electronic banking, Automated Clearing House (ACH), etc.   Performs reviews and audits to ensure compliance with State and Federal payroll and tax laws, as well as compliance with out-of-State payroll and income tax laws and reporting requirements. Manages operations relating to payroll processing, adjustments, payroll problem-solving, pay distribution, benefit deductions and payments. Manages payroll tax compliance, accounting, reporting and payment functions, general ledger entries and account reconciliations, and accounts payable of benefits, taxes and other payroll related transactions.  Oversees payroll year-end, including the preparation and distribution of W-2 (Wage and Tax Statement) and other year-end tax forms and reports. Perform other duties as assigned. 

 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Accounting or Business Administration and a Certified Payroll Professional (CPP) certification from the American Payroll Association.  (Some college, a CPP and equivalent years of payroll management experience as a payroll professional sufficient to demonstrate competence to perform all of the job’s duties/responsibilities may substitute for a Bachelor’s Degree.).  EXPERIENCE:  Five to Seven (5-7) years of progressively responsible professional experience with direct or related involvement in more than one (1) of the following: computerized internal payroll production, payroll reporting, payroll accounting, payroll systems, payroll and employer tax administration, payroll administration, and payroll education/consulting. Three to five (3-5) years of work experience operating the PeopleSoft Payroll for North America.  At least three (3) years of supervisory experience with problem-solving and decision making capacity, preferred.  ABIL/KNOW/SKILLS:  Considerable knowledge of payroll systems, operations, and procedures to ensure an accurate and timely payroll for 2,500+ employees (both in State and Out-Of-State). Familiarity with State of Hawai‘i and Internal Revenue Service (IRS) payroll tax related rules, regulations and reporting requirements (i.e., IRS Form 941, HW-6, tax levies, etc.).  Working knowledge of accounting principles, general ledgers and audit/ internal control requirements associated with payroll. Expertise or experience with payroll tax exemptions and payroll tax regulations for foreign employees and out-of-State employees and/or employees working in out-of-State locations. Proficient in use of PCs, business PC applications (MS Excel, MS Word, MS PowerPoint, MS Outlook), automated payroll systems, internet, email, and 10-key by touch.  Must be service oriented with excellent written and verbal communication skills.  Ability to research and interpret payroll tax laws for the applicable RCUH work locations.  Ability to work based on the standard RCUH payroll processing and year-end schedule. SECONDARY QUALIFICATIONS:  Certified Public Accountant (CPA) with at least three (3) years of experience handling multi-state payroll and payroll tax/accounting. Knowledge of functions, principles and practices of the RCUH accounting system or the UH fiscal system. Knowledge of RCUH and/or UH policies and procedures.
