We are seeking a Business Process Engineer to join our Ohana. This position will be located in Honolulu, HI.

Qualifications & Skills Needed:

  1. At a minimum, shall maintain a valid Information Assurance Technician Level 1 (IAT) to receive NMCI authorization to be on the network.
  2. Requires a minimum, a Bachelor's Degree in Computer Science, Business Information Management (IM) / Information Technology (IT) or directly related fields and five (5) years of relevant experience or a Master's degree in Computer Science, Business Information Management (IM) / Information Technology (IT) or directly related fields and two (2) years of relevant experience, or eight (8) years of relevant professional experience in Computer Science or related fields.
  3. KM Specialist shall have a Knowledge Management certification from an accredited source, LEAN or Six Sigma certification, three (3) or more years' experience in Process Improvement practices.
  4. Previous U.S. Navy active duty military operational experience preferred.
  5. Mastery of project management methods to coordinate efforts through leadership to enhance the decision cycle phase and improve business processes.
  6. Shall have a minimum of five (5) years' experience working with data collection and information sharing programs. Desirable exposure to Business Intelligence Tools like MS Power BI, Tableau, etc.
  7. Shall possess strong communication, presentation and customer service skills; shows tact, effective listening skills and able to follow through on projects in a timely manner.
  8. Shall be detail oriented and well-organized; able to understand information systems and ensure accuracy of work.
  9. Shall possess the ability to share information through networking using the latest collaboration tools such as blogging and social media services.
  10. Shall be able to develop and write SharePoint Governance and other USPACFLT IT Governance plans as needed.
  11. Shall understand applicable Privacy, Security and DoD Information Assurance directives that apply to information systems.
  12. Shall have a comprehensive knowledge of Navy and DoD regulations and protocols for information dissemination.
  13. Shall be able to identify functional problems or inadequacies of web design/development and processes to establish an Intelligence Enterprise for USPACFLT.
  14. Shall possess the ability to share information through classified networks using the latest collaboration tools such as Secret Internet Protocol Router Network (SIPRnet), Virtual Secure Enclave (VSE), Collaboration At Sea (CAS), etc.
  15. Experience in supporting the Command and Control (C2) of Joint Forces, capable of integrating Joint Forces staff augmentees and policies.
  16. Requires mastery knowledge in applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the operational requirements of USPACFLT.

 

Scope of Work: The envelope of job duties includes the core competency in Business Process Engineering, and may include some or all of:

  1. The KM operations support specialist is the principle person responsible for operations and plans, exercise training and integrates and synchronizes the operation as a whole for the commander. This position supports the broadest area of operations of all operational sections with regard to KM.
  2. Works with N02KM, N6 and the Maritime Operations Center (MOC) communications and technical subject matter experts to support collaboration tools and verifies that databases and other information sources are integrated to eliminate stovepipes and improve organization knowledge sharing. Ensures that knowledge produced in the command is captured and sorted for retrieval. Ensures that training plans address proficiency and efficient use of all applicable information systems and networks of the mission command system.
  3. Captures and codifies tacit knowledge, making it available for re-use; connects people to one another to enable the transfer of tacit knowledge to explicit knowledge. Creates explicit knowledge from available resources and integrates content into easily accessible knowledge for decision makers. Conducts Battle Rhythm analysis, seven (7) minute drills, and unit playbook reviews and supports various other operational products to capture and share knowledge. Ensures the assimilation of information and knowledge is properly protected from unauthorized access and or disclosure. This task is performed daily.
  4. Establishes and maintains an Intelligence Enterprise. Identifies mission critical knowledge and information exchange requirements. Assists in selecting the most effective means (processes and enabling technology) of exchanging those requirements. Proposes business rules for exchange procedures. Defines the flow of mission critical knowledge and information. Coordinates coalition support. This task is performed daily.
  5. Develops multi-national, non-DoD agency, Non-Government Organization (NGO) / Internal Government Organization (IGO) NGO/IGO information sharing structures. Member of both the MOC and Knowledge Information Management Working Group (KIM-WG). Integrates training requirements stemming from KM solutions into the overall training plan. Organizes, coordinates and provides minutes for monthly KIM-WG. This task is performed monthly.
  6. Creates tools needed to track both verbal and written communication and orders. Establishes a collaborative environment, processes information and preserves historical information in accordance with Secretary of the Navy (SECNAV) Manual 5210.1, Records Management Manual. This task is performed as needed.
  7. Assists with the developing, maintaining and implementation of KM Strategic Plans. This task is performed annually.
  8. Consults with users to identify and specify requirements; develops overall functional and system requirements and specifications, defines scope and objectives, conducts business process reengineering, conducts feasibility studies and trade off analyses, plans new system implementation, ensures cybersecurity regulations are applied. This task is performed as needed.
  9. Responsible for the evaluation of existing end user info systems and identifies gaps that may be addressed by technical or operational improvement. Translates Concept of Operations (CONOPS) and Ops procedures into products in support of systems integration.
  10. May be required to travel during exercise as KM support, 2 to 4 times per year. A summary of trip details including agenda, any training given, action items and after trip follow-up or plan-of-action/milestone assignments.
