Job Description

We are seeking a Content Analyst join our Ohana. This position will be located in Pearl Harbor, HI.

Qualifications & Skills Needed:

  1. At a minimum, shall maintain a valid Information Assurance Technician Level 1 (IAT) to receive NMCI authorization to be on the network. Highly Preferred: CompTIA Security + CE certification
  2. Requires a minimum, a Bachelor's Degree in Computer Science, Business Information Management (IM) / Information Technology (IT) or directly related fields and five (5) years of relevant experience or a Master's degree in Computer Science, Business Information Management (IM) / Information Technology (IT) or directly related fields and two (2) years of relevant experience, or eight (8) years of relevant professional experience in Computer Science or related fields.
  3. Required experience with BI Tools like MS Power BI or Tableau. Knowledge or R-programing is desirable too.
  4. Required experience with setting up Visualization pipeline/workflow to consume raw Datasets, and convert them into decision support dashboards.
  5. Experience with building all the following Dashboards
    1. Operational dashboards - tell you what is happening now
    2. Strategic dashboards - track key performance indicators
    3. Analytical dashboards - process data to identify trends
  6. Required experience in PL/SQL programing, Entity Relationship Diagraming, Query optimization, Data Mining, Data transformation
  7. Mastery in using Microsoft Office tools (Word, PowerPoint, Excel Pivot Tables, Access, One Note, Open Database Connectivity (ODBC) connections and SharePoint 2013.
  8. Shall understand applicable Privacy, Security and DoD Information Assurance directives that apply to information systems.
  9. Shall have a comprehensive knowledge of Navy and DoD regulations and protocols for information dissemination.
  10. Shall understand network/systems design skills to include server virtualization, network security design and Microsoft Systems designs.

Scope of Work: The envelope of job duties includes the core competency in Interactive Dashboarding and visualization, plus may include some or all of:

  1. Provide on-site support to analyze and evaluate data sources to implement data visualization tools for the HQ, includes training and customer support. This task is performed daily.
  2. Provide solutions to retrieve data from multiple sources and provides output that allow users to view and analyze data. This task is performed daily.
  3. Evaluate current system capabilities considering data sources, network access, data storage, data testing, security and control of integrated database. Provides a realistic POAM for documenting nature of data and potential for dashboard use, prioritizing visualization efforts, and developing a timeline to develop integrated and singular visualization this integrated dashboard. This task is performed within 60 days after service begins.
  4. Implement a distinctive visual representation of collective data that creates, reads, and updates information from various database sources. Integrates customer specified data fields to produce reports. Provides filtering, calculations and sorting support needed for HQ analyst.
  5. Collect, compile and parse data from the list of data feeds to create an integrated visual representation and reports from this information. Automated updates and feed from one or more of these databases into present data as though it call came from the same source.
  6. Implement data mining processes required to develop queries, forms and report use.
  7. Report and display data at a high level of accuracy, less than 2% error per month. Meaning this data is extracted from data bases which should match the data the staff pull from other sources. Reports will be gathered, sorted and packaged for subject matter use as well as executive leadership review. Sorts data pulls that generate reports for future use and audits.
  8. Visualization of data can be displayed by graphs, tables, pictures, and other visual tools. Dashboard integrates a wide variety of data sources to present information in multiple formats such as pivot tables, dashboard formats and graphical and pictorial presentations using current Government approved network software MS Office.
  9. Prioritized task list of potential data sets/visualization projects by USPACFLT HQ staff code denoting staff sponsor, progress to date, and status. This task is performed monthly.
  10. Automated briefings (dashboard and drill down) and the process of pulling all transactional data by function, then automatically formatting the data into an analytical presentation before each business day. The tool will provide monthly, year to date and historical data.
  11. All data received from Government data feeds, research and balance data will be tested on a routine basis to ensure output from integrates database is accurate for dashboard displays and reports.
  12. Data Sharing Enable easy access to results by HQ staff members. Easy access means these reports, graphs, and dashboards are posted on a designated SharePoint page on the headquarters website for easy access to staff with the need to know. The contractor would need to manage the permissions of this data to ensure only those with authorized access can see this information. This includes views for senior leadership as well as more detailed visualization and manipulate data sets for individual analysts. Additional access is granted by controlled access for approximately 30 departmental personnel. Views will be restricted to the official need to know for that specific department. Role-based security/hierarchy shall be employed. The task is performed daily, weekly and monthly.
  13. Visualization projects will be updated and provided daily for each organization level (HQ, Type Commander, Direct Reporting Units) . Dashboard shall provide drill down capability to extract transaction by specific data fields and automatically format the data into an analytical presentation. This task shall be performed on a daily basis.
  14. 100% of reports completed per Government approved POAM.
  15. Training shall be provided for all users. For consistency, each project will be sourced from the same data pool. Training provided to enable users to data mine, automate and streamline data for future analysis. Training shall include how to maintain dashboard efforts, build queries, expand automation, modify reports and databases, and update completed data points.
