Job Description

We are seeking an IT Developer join our Ohana. This position will be located in Pearl Harbor, HI.

 

Qualifications & Skills Needed:

  1. At a minimum, shall maintain a valid Information Assurance Technician Level 1 (IAT) to receive NMCI authorization to be on the network. Highly Preferred: CompTIA Security + CE certification
  2. Requires a minimum, a Bachelor's Degree in Computer Science, Business Information Management (IM) / Information Technology (IT) or directly related fields and five (5) years of relevant experience or a Master's degree in Computer Science, Business Information Management (IM) / Information Technology (IT) or directly related fields and two (2) years of relevant experience, or eight (8) years of relevant professional experience in Computer Science or related fields.
  3. Desired experience with BI Tools like MS Power BI or Tableau.
  4. Required Experience with Dashboard/Visualization development support
  5. Desirable Microsoft Certified Solutions Developer (MCSD).
  6. Qualified in Microsoft Office Suite applications, Web-page and office management.
  7. Proficient in SharePoint 2013 central administration, development and capable of training non-IT users how to use these applications.
  8. Proficient in Microsoft SharePoint Designer 2013, MS Structured Query Language (SQL) site collections and web applications.
  9. Expertise in Content Types, Taxonomy, SharePoint Search, Life Cycle methodologies and Info Management policies and build proof of concept examples that can be leveraged across current and future solutions.
  10. Shall be able to develop and write SharePoint Governance and other USPACFLT IT Governance plans as needed.
  11. Shall understand applicable Privacy, Security and DoD Information Assurance directives that apply to information systems.
  12. Understands network/systems design skills to include server virtualization, network security design and Microsoft Systems designs.

 

Scope of Work: The envelope of job duties includes the core competency of SharePoint development and Dashboarding, plus may include some or all of:

  1. Executing the five steps of the KM process; identify key business drivers, obtain executive sponsorship, analyze knowledge, provide rewards and recognition, and implement in phases.
  2. Applying process improvement and reengineering methodologies and principles to conduct process modernization projects. Identify and resolve knowledge gaps.
  3. Providing group facilitation, training and additional forms of knowledge transfer. Share knowledge through various networking systems and utilize the latest collaboration tools.
  4. Developing teaching aids, such as training handbooks, demonstration models, multimedia visual aids and reference work. Measuring trainees learning progress to evaluate effectiveness of training presentations. Providing techniques and procedures to support learning throughout the Fleet. Scheduling training and maintaining trainings records.
  5. Coordinating with external knowledge sources to make available to the Fleet. Advising the staff on KM solutions, processes and tools.
  6. Analyzing newly recommended IT for KM utility and recommend acceptance and integration as appropriate.
  7. Coordinating with the USPACFLT HQ N6 Communications staff for technical network, database and other support.
  8. Ensuring after-action reviews are collected, documented, and disseminated internally and externally as required.
  9. Creating an organizational knowledge network and metrics for evaluating effectiveness.
  10. Developing KM techniques, policies, and procedures and ensuring Fleet-wide dissemination.
  11. Advising on integrating KM practices throughout the organization.
  12. Developing the KM annex to plans and orders and update as necessary.
  13. Monitoring emerging KM trends for incorporation into unit operations.
  14. Providing content management expertise for the Headquarters Information Portal (HIP) via MS SharePoint.
  15. Supporting software tools such as Department of the Navy (DoN) Tracker and Task Management System and the DoN Total Records and Information Management (TRIM) tool and other software applications as necessary.
  16. KM Visualization requires the implementation of a MS-Office based resource management data integration tool. This tool will serve as an analytical desktop application (herein referred to as "The Dashboard") to provide a visual presentation of operational status for KM Visualization support services include the following:
    1. An integrated software tool that provides accuracy, visibility and accountability of PACFLT HQ knowledge resources
    2. An integrated desktop tool that uses existing Navy and Marine Corps Intranet (NMCI) licensed MS-Office, software (e.g. Access, Excel, and PowerPoint)
    3. Integrates data from multiple Government-owned data sources, and multiple data fields into a single data base engine that will feed into a variety of readiness dashboards (Multiple data feeds provided at Attachment 1)
    4. Automated graphs, pivot tables and presentations to provide speedy and accurate real time data to aid staff analysis.
    5. Ability to analyze historical trends, review anomalies and identify opportunities for engagement
    6. View data without sensitive Personally Identifiable Information (PII) such as social security numbers, personal financial accounts, alien registration numbers, date of birth, etc.
    7. Ability to view and filter data at the highest level down to the smaller supporting details
    8. Provide integrated, real-time data using source databases used by PACFLT HQ staff elements.
    9. Allows quick change in content or view of key indicators, such as end strength (ES), full-time equivalent (FTE), labor dollars, civilian personnel metrics, financial and contracting data, to enable varied views for users.
    10. Project future trends and performance to support executive decision making
