Job Description

We are seeking a Knowledge Management Specialist join our Ohana. This position will be located in Pearl Harbor, HI.

 

Qualifications & Skills Needed:

  1. At a minimum, shall maintain a valid Information Assurance Technician Level 1 (IAT) to receive NMCI authorization to be on the network.
  2. Requires a minimum, a Bachelor's Degree in Business Information Management (IM) / Information Technology (IT) or directly related fields and five (5) years of relevant experience or a Master's degree in Business Information Management (IM) / Information Technology (IT) or directly related fields and two (2) years of relevant experience, or eight (8) years of relevant professional experience in Computer Science or related fields.
  3. KM Specialist shall have a Knowledge Management certification from an accredited source, LEAN or Six Sigma certification, three (3) or more years' experience in Process Improvement practices.
  4. Mastery of project management methods to coordinate efforts through leadership to enhance the decision cycle phase and improve business processes.
  5. Shall have a minimum of five (5) years' experience working with data collection and information sharing programs. Desirable exposure to Business Intelligence Tools like MS Power BI, Tableau, etc.
  6. Shall possess strong communication, presentation and customer service skills; shows tact, effective listening skills and able to follow through on projects in a timely manner.
  7. Shall be detail oriented and well-organized; able to understand information systems and ensure accuracy of work.
  8. Shall possess the ability to share information through networking using the latest collaboration tools such as blogging and social media services.
  9. Shall be able to develop and write SharePoint Governance and other USPACFLT IT Governance plans as needed.
  10. Shall understand applicable Privacy, Security and DoD Information Assurance directives that apply to information systems.
  11. Shall have a comprehensive knowledge of Navy and DoD regulations and protocols for information dissemination.
  12. Shall be able to identify functional problems or inadequacies of web design/development and processes to establish an Intelligence Enterprise for USPACFLT.
  13. Shall possess the ability to share information through classified networks using the latest collaboration tools such as Secret Internet Protocol Router Network (SIPRnet), Virtual Secure Enclave (VSE), Collaboration At Sea (CAS), etc.
  14. Experience in supporting the Command and Control (C2) of Joint Forces, capable of integrating Joint Forces staff augmentees and policies.
  15. Requires mastery knowledge in applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the operational requirements of USPACFLT.

 

Scope of Work: The envelope of job duties includes the core competency in Knowledge Management Domain, and may include some or all of:

  1. Providing KM support for the design, implementation and enhancement of core KM approaches used to support critical knowledge flow within and across the USPACFLT AO.
  2. Promote KM approaches for facilitating communities of practice across the AO to foster innovation, consolidating best practices and lessons learned for improved performance, and collaborate common knowledge flow processes. Seek out opportunities where knowledge sharing can be added value to USPACFLT.
  3. Provide KM administrative support for information dissemination, briefing preparations, developing business processes to facilitate and streamline standardization within the Area of Operations (AO), coordinating and conducting information gathering meetings and captures Team and Working Group (WG) minutes, coordinates their review for accuracy and posts on portal for shared access.
  4. Sustaining the KM brand to internal and external audiences with consistent messaging across a variety of media outlets such as the Plan of Week, Headquarters Information Portal (HIP), Navy Newspaper, etc. These tasks are performed daily.
  5. Conducting knowledge mapping to identify value and non-value added process steps for reengineering efforts to create efficiencies in knowledge flow and transfer. Work with stakeholders to identify areas of opportunity and gaps in knowledge flow. Facilitate process improvements by mapping business processes using LEAN/Six Sigma methods and tools to identify and document transformation and increased efficiencies. Markets and leads Rapid Improvement Events (RIE) within USPACFLT AO. RIEs are vetted through Knowledge Management Officer (KMO) for approval before initiated. Metrics produced such as Time, Money and Value documented. All processes managed for sharing and reuse following appropriate KM Life Cycle Management protocols. Develops process models for optimal organizational effectiveness. Provides monthly progress reports tracking all projects and REIs. Produce a monthly newsletter to keep USPACFLT KM network across the AO informed of HQ N02KM activities and initiatives.
  6. Coordinate KM events such as workshops, seminars and local conferences to promote awareness, strategies and networking. Provides Plan of Action and Milestone (POAM) no later than 120 days in advance of a scheduled event.
