We are seeking a Technical Trainer to join our Ohana. This position will be located in Honolulu, HI. 

Title: Technical Trainer (Senior/Technically Proficient)

Group/Department: Knowledge Management IT Support

Qualifications & Skills Needed:

  1. At a minimum, shall maintain a valid Information Assurance Technician Level 1 (IAT) to receive NMCI authorization to be on the network. Highly Preferred: CompTIA Security + CE certification
  2. Requires a minimum, a Bachelor's Degree in Computer Science, Business Information Management (IM) / Information Technology (IT) or directly related fields and five (5) years of relevant experience or a Master's degree in Computer Science, Business Information Management (IM) / Information Technology (IT) or directly related fields and two (2) years of relevant experience, or eight (8) years of relevant professional experience in Computer Science or related fields.
  3. Desired experience with BI Tools like MS Power BI or Tableau.
  4. Exposure to Dashboard/Visualization support
  5. Desirable Microsoft Certified Solutions Developer (MCSD).
  6. Qualified in Microsoft Office Suite applications, Web-page and office management.
  7. Proficient in SharePoint 2013 central administration, development and capable of training non-IT users how to use these applications.
  8. Shall be able to develop and write SharePoint Governance and other USPACFLT IT Governance plans as needed.
  9. Shall understand applicable Privacy, Security and DoD Information Assurance directives that apply to information systems.
  10. Shall have a comprehensive knowledge of Navy and DoD regulations and protocols for information dissemination.
  11. Shall understand network/systems design skills to include server virtualization, network security design and Microsoft Systems designs.

Scope of Work: The envelope of job duties includes the core competency of Technical (Systems) Training, plus may include some or all of:

  1. Turns KM ideas into workable technical solutions by engineering appropriate knowledge sharing internet/intranet sites; rules based systems, portals, databases, etc. Requires expert knowledge of systems, architectures, technologies, standards, and protocol for KM while maintaining federal regulations for security compliance for these networks and systems. This task is performed daily.
  2. Serves as the HIP Content Manager. Provides USPACFLT HQ Staff with Content Management support to ensure that Directorates, Specials Staff sections, Maritime Operations Center (MOC) Boards, Bureaus, Cells, Centers and Working Groups (B2C2WGs) assign Content Managers for their webpages and that this information remains current. Approximately 50 webpages. Provides basic training to newly appointed Directorate Content Managers. Develops easy to follow handouts and learning tools for Content Manager usage. Ensures webpages are up to date and accurate. This task is performed daily.
  3. Serves as the TRIM Dataset Manager. Implements and administers this application for USPACFLT AO. Applies analytical processes to plan, design and implement new or improved application functions. Plans and delivers customer support to include, trouble shooting, one-on-one USPACFLT customer assistance and application training. Approximately 50 users. This application requires privileged access to control the user's ability to access information in this application which requires elevated Cyber Security Workflow credentials to establish permissions and accounts for the USPACFLT AO. This task is performed daily.
  4. Manages, identifies and accounts for all Government-furnished equipment (GFE) provided in support of the USPACFLT KM Program. Provides an end-to-end asset inventory solution for all IT assets under the cognizance of the COR and this task order. Provides an Asset Inventory and Management Plan, implements and manages a quarterly physical asset inventory. This should include an Asset Management Stand Operating Procedures (SOP) outlining duties and responsibilities of the Contractor required reports, inventories, property control procedures and command points of contacts for all Government Furnished Equipment (GFE) Responsible for producing, reconciling, and maintaining the Equipment Custody Report and reporting all equipment related issues such as maintenance warranties to the Property Authority and Defense Reutilization Management Office (DRMO) to turn in unserviceable equipment and/or materials no longer required by the KM program. This task is performed quarterly.
  5. Provides regularly scheduled training opportunities for staff technological advancement in tools such as Microsoft Office Suite, SharePoint, PowerPoint, Total Records Information Management (TRIM), Headquarters Information Portal (HIP), DoN Tracker, Collaboration at Sea (CAS), and other IT tools and applications as needed. This task is performed monthly for up to 600 staff members.
  6. Online training provided for the listed software applications.
    1. Currently six (6) internet capable training stations available at any given time. Other on-site locations can be secured by the contractor to allow for greater flexibility on an availability only basis.
    2. New staff members should receive training within 30 days of hire on these various listed software applications listed. Average approximately 30 new members per month.
    3. Conducts 10-minute indoctrination program overview to approximately 30 new staff members once per month.
    4. Provides no less than two (2) online training classes per week. Typical training length approximately 1 hour in length.
    5. Provides one-on-one desk side training to O6 and above level personnel upon request. Typically no more than two requests per month, lasting no more than 30 minutes in length.
    6. Provides a training survey at the end of each training class for participants to evaluate training received to ensure objectives were met in a clear, concise method.
    7. Monthly training reports provided that include evaluation feedback, amount of students attended and name of the course
