(2) Regular, Full-Time, Research Corporation of the University of Hawai‘i (RCUH) Non-Civil Service position with the Applied Research Laboratory (ARL), located at the University of Hawai‘i (UH), Manoa Innovation Center, in Honolulu, Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY:  Salary commensurate with qualifications. 

DUTIES:  Provides assistance to the Principal Investigators (PIs) and program staff on the assigned task orders or in response to other funding vehicles in developing budgets to meet program goals. Responsible for assisting with the drafting, completing, and disseminating of the monthly budget status reports that incorporate forecasting and status of project goals to PI. Assists with preparing subaward documentation, and utilizing the appropriate agreement mechanism and terms and conditions. Reviews subrecipient statements of work, budgets, budget justifications, indirect cost rates, and other compliance considerations. Responsible for inventory control related to the assigned task order. Ensures that equipment and supplies are properly accounted for and inventoried. Establishes and maintains program files and reports. 

PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor’s Degree from a four (4) year accredited college or university in Business Administration, Marketing, Accounting, or related field. (Associate’s Degree from an accredited community college and two (2) years of experience or High School Diploma or G.E.D. equivalent and four (4) years of related work experience in administrative work, resource management, procurement and purchasing, facilities operation and maintenance, recordkeeping, file management, preparation of correspondence, and document development may substitute for a Bachelor’s Degree.).

EXPERIENCE

Three to five (3-5) years of work experience in administrative work, resource management, procurement and purchasing, facilities operation and maintenance, recordkeeping, file management, preparation of correspondence, and document development.

KNOWLEDGE

Knowledge of purchasing and procurement procedures, facilities and operations management, general business and management operations, employment laws, and automated office equipment.

ABILITIES & SKILLS

Must be a U.S. Citizen, a requirement of the Government security investigation to meet eligibility requirements for access to classified information. Must have excellent communication skills, both oral and written. Proficient in personal computers and the Microsoft Office Suite (e.g., Word, Excel, and PowerPoint). Proficient with Microsoft database software (e.g., Access). Familiar with academic research environment and electronic communication. Ability to communicate effectively at all levels of the organization and with internal or external affiliates, in written and oral format. Ability to establish and maintain effective working relationships with internal and external organizations, team members, and the general public. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition:Must be able to obtain and maintain a security clearance based on a tier-3 background investigation to access classified information.

PHYSICAL/MEDICAL DEMANDS

Ability to perform repetitive keyboard entry for twenty to forty (20-40) hours per week.

POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:    

At least one (1) year of experience working as a Fiscal Administrator or Fiscal Assistant in a secondary educational institution. Experience with RCUH Human Resources. Experience with both RCUH and UH Kuali Financial System. Experience in supporting multiple Department of Defense (DoD) contracts with funding levels up to $5 million. Experience in preparing and tracking procurement data for the Small Business Report and in coordinating program review meetings. Knowledge and familiarity with State and Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation supplement (DFARS).
