ARL OPERATIONS/FISCAL MANAGER – ID# 19294. 


Applied Research Laboratory.  Regular, Full-Time, RCUH Non-Civil Service position with the Applied Research Laboratory (ARL), located at the University of Hawai‘i (UH) Manoa Innovation Center in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 


MONTHLY SALARY:  Salary commensurate with qualifications. 


DUTIES:  ARL integrates a multi-disciplinary research-and-development (technical) team that conducts applied science and engineering demonstrations in multi-domain (i.e., air, ocean surface, and underwater) environments with programmatic staff that organizes procurements, develops subcontracts and service agreements, arranges logistics and travel, and generates fiscal and other project reports.  Develops and implements intra-office communication protocols, organizational procedures, and systems for programmatic and fiscal personnel.  Oversees the preparation of subcontracts and service agreements, logistics and travel, grant and contract administration, fiscal and other project reports.  Reviews tasks descriptions and budgets, and ensures that supporting financial information are collected and filed.  Reviews and approves all ARL proposals, budgets, procurement, travel arrangements, hiring actions, subcontracts and service agreements.  Ensures compliance with Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200.0 – 200.521), Federal Acquisition Regulations (FARs) and Defense Federal Acquisition Regulations (DFARs), as well as UH and RCUH policies and procedures.  Manages the day-to-day operations of the ARL programmatic and fiscal staff.  Supervises and directs the work of staff.  Responsible for ARL equipment inventory.  Serves as point of contact with UH Capital Asset Accounting Office for annual inventory verification. Provides administrative support as needed. 


PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Business Administration, Finance, Accounting, Management, or related field.  EXPERIENCE:  Six to ten (6 -10) years of overall experience, which includes three to seven (3-7) years of directly related experience in operations management with programmatic and/or fiscal teams.  Three to five (3-5) years of experience in procurement.  Experience conducting administrative tasks in support of scientists and engineers.  One to three (1-3) years supervisory experience.  ABIL/KNOW/SKILLS:  Knowledge of management principles including but not limited to supervising/developing employees, Equal Employment Opportunity (EEO), workplace safety, corrective and/or disciplinary actions, administration of policies and procedures. Working knowledge of Microsoft Office programs (e.g., Word, Excel, and Power Point).  Familiarity with Hawai‘i State Procurement Office regulations, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Title 2 of the CFR, Chapter II OMB 200.0 – 200.521), FARs and DFARs for small and large procurements of materials and services.  Must be a U.S. Citizen, a requirement of the Government security investigation to meet eligibility requirements for access to classified information.  Possess superior planning and organizational skills to develop procedures and oversee effective implementation of those procedures with fiscal and programmatic staff. Ability to analyze projections and expenditures for compliance.  Ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.  Excellent attention to detail, problem solving and time management skills. Ability to manage work priorities and projects. Ability to listen and communicate (verbally and written) effectively amongst all communication devices. SECONDARY QUALIFICATIONS:  Familiarity with SuperQUOTE or other e-quote information systems.  Working knowledge of RCUH Financial and Human Resources Systems, and UH Kuali Financial System.
