Regular, Full-Time, Limited-Term (not to exceed nineteen (19) months in duration), RCUH Non-Civil Service position with the University of Hawaiʻi, John A. Burns School of Medicine (JABSOM), Hawaiʻi Center for AIDS (HICFA) in Honolulu, Hawaiʻi. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MONTHLY SALARY RANGE:  $5,856 - $7,917/Mon. 

 

DUTIES:  Works with the Principal Investigator (PI) to coordinate and manage the regulatory, administrative and quality assurance needs of clinical trial/research activities of HICFA evaluating new experimental therapies for infectious diseases including HIV and COVID-19 infection. This position manages and supervises a multi-disciplinary team conducting clinical research and reports directly to the PI of HICFA. Directs, supervises, and assigns work to HICFA staff. Inputs, reviews, and approves HR Portal transactions, including eTimesheets on behalf of or in the absence of the PI with the PI’s concurrence. The position ensures that the program is compliant with all federal, state and university regulatory guidelines and assures that research data generated by HICFA is of high quality and meets all of the grant and pharmaceutical sponsors standards for data collection. As necessary, this position works to find, evaluate and coordinate agreement for specialized services required in the context of HICFA’s participation in clinical trials/research. Manages and operates HICFA’s quality assurance program to ensure accuracy of clinical trial/research data and compliance with regulatory standards. 


PRIMARY QUALIFICATIONS:

 

EDUCATION

Bachelor’s Degree from an accredited four (4) year college or university in Nursing, Health Administration, Public Health, or other health or biological science field. Certification as a RN with current Hawaiʻi license.

EXPERIENCE

Seven to nine (7-9) years of progressively responsible professional nursing or Physician’s Assistant (PA) experience which includes at least three (3) years of management and two (2) years of acute care experience.  Includes two (2) years of clinical research experience as a research nurse managing patients on a research protocol.  One (1) year experience in dealing with or working on Institutional Review Committees.  Two to four (2-4) years of progressively responsible professional experience in the medical care field, health administration, human biologic sciences, or in clinical research.

KNOWLEDGE

Good understanding of clinical trial/research regulatory and procedural ethics and requirements. Knowledge of management principles including, but not limited to, supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures.

ABILITIES & SKILLS

Excellent verbal and written communication skills in English, organization and problem-solving skills, and ability to work independently and well with others. Ability to function at a high level of independence with no supervision. Ability to identify data management and production problems; detail oriented; computer literate. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports.  Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership.  Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work.  Ability to review work and evaluate performance, and develop required job competencies of direct reports. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition:  Must be able to pass a post offer criminal background check. Must be able to complete the UH Title IX training within twelve (12) months from date of hire. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. 

PHYSICAL/MEDICAL DEMANDS

Ability to lift and carry up to twenty-five (25) pounds unassisted.

POLICY/REGULATORY REQUIREMENT

As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to the University of Hawai‘i's Hawai‘i Center for AIDS (HICFA) HIPAA/PHI privacy and security policy. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's Hawai‘i Center for AIDS (HICFA) HIPAA/PHI privacy and security training immediately after hire or not later than employee’s initial exposure to HIPAA/PHI. Must maintain a current status on the University’s and/or the business entity's training requirements.

 

SECONDARY QUALIFICATIONS:    

 

Prior experience managing regulatory, contract and grant issues in a health related position. Experience as a research associate/nurse. Familiarity with the University of Hawaiʻi or medical center administrative system.
