Regular, Full-Time, RCUH Non-Civil Service position with the College of Tropical Agriculture and Human Resilience (CTAHR), Center on the Family (COF), located in Kapolei, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MONTHLY SALARY RANGE:  $6,000 - $7,000/Mon. 

 

DUTIES:  Leads the management and optimization of a web-based Electronic Health Record (EHR) system to ensure efficiency, accuracy, and positive user experience. Analyzes large, complex datasets to identify trends, patterns, and actionable insights that inform strategic decision-making. Develops and disseminates analytical reports, including fiscal and social determinants of health data, in compliance with national data reporting standards. Serves as the primary resource for data-related inquiries, maintains standardized documentation, and implements solutions for recurring issues. Creates clear, data-driven reports, dashboards, and visualization using tools such as Power BI. Designs and delivers comprehensive training programs—both virtual and in-person—for system end users on accurate data collection, entry, and reporting. Provides timely technical support to resolve data collection, sharing, and reporting challenges. Collaborates with government and community stakeholders to assess needs and integrate solutions within the EHR system and related tools. Functions as a system superuser, overseeing application enhancements and contributing to the development of new features. Participates in project planning and implementation activities to ensure successful execution. 

 

PRIMARY QUALIFICATIONS:

 

EDUCATION

Master’s Degree from an accredited college or university in Biomedical Informatics, Data Analytics, Computer Science, Information Systems, or a related field.

EXPERIENCE

Two to three (2-3) years of experience related to the above-mentioned job duties, particularly in healthcare data analysis, data warehousing, or electronic health records (EHR) systems.

KNOWLEDGE

Expert knowledge of data science methodologies and analytic techniques.  Basic knowledge of substance use issues and services.

ABILITIES & SKILLS

Expert ability in data analytics and reporting tools, including SSRS and Power BI. Expert ability to learn new data systems quickly. Proficient ability to endure data accuracy and integrity. Proficient ability to manage multiple priorities and work independently. Proficient skills in Microsoft D365. Proficient organizational, written and oral communication skills. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.   Must complete the State of Hawai‘i HIPAA and data security trainings.

As a condition of employment, employee will be subject to all applicable RCUH policies and procedures, and trainings and, as applicable, subject to the University of Hawai‘i's Center on the Family HIPAA/PHI privacy and security policy and the Department of Health’s HIPAA/PHI privacy and security policy. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's Center on the Family HIPAA/PHI privacy and security training and the Department of Health’s HIPAA/PHI privacy and security training immediately after hire or not later than employee’s initial exposure to HIPAA/PHI. Must maintain a current status on the University’s and/or the business entity's training requirements. 

 

SECONDARY QUALIFICATIONS:    

 

Demonstrated excellence in training. Familiarity with a variety of state and national administrative and population datasets. Experience working in a multiculture environments and serving local communities  Knowledge of Health Insurance Portability and Accountability Act of 1996 (HIPAA) compliance and 42 Code of Federal Regulations (CFR) Part 2 regulations. Interest in substance abuse prevention and treatment issues.
