CONSTRUCTION CONTRACT SPECIALIST – ID# 223296.​

Regular, Full-Time, Limited-Term (not to exceed eighteen (18) months in duration), RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Hawaiʻi Institute of Marine Biology (HIMB), Heʻeia National Estuarine Research Reserve (HeNERR) PAC-Dormitory Sustainability project, located in Kaneohe, Hawai’i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 


MONTHLY SALARY:  Salary commensurate with qualifications. 


DUTIES:  Manages the day-to-day project operations for the HeNERR PAC-Dormitory Sustainability project.Facilitatesprocu​rement, contract management, contractor relations, and project logistics. Prepares invitations for proposal, evaluates contractor proposals, and documents selection criteria. Assists the Principal Investigators (PIs) with obtaining competitive quotes, initiating fiscal procurement processes, completing procurement and reporting paperwork, and construction contract review. Also serves as the point of contact for vendors and contractors on the project. Assists PI with compliance with University of Hawai‘i (UH), Research Corporation of the University of Hawai‘i (RCUH), and Federal sponsor rules and regulations. 


PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor’s Degree from an accredited four (4) year college or university in Business, Procurement or Contract Management, or related field.

EXPERIENCE

One to three (1-3) years of experience with contracts, grant management, or construction permitting regulations.

KNOWLEDGE

Proficient knowledge in procurement and supply principles, methods and practices; applicable federal and state laws, rules, regulations and theories and systems associated with fiscal administration or project  management; preparation of requisitions, invitations for bids and formal contracts.

ABILITIES & SKILLS

Proficient ability to plan, schedule and organize procurement activities; secure necessary information to provide adequate specifications; initiate and maintain effective relationships with subject-matter specialists, contractors, vendors and others; prepare clear and comprehensive reports, records and correspondence. Willingness and ability to learn new management systems as required to support a broad range of projects. Ability to effectively conduct work remotely (e.g., telework) as applicable.

POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:    

Experience with UH or RCUH fiscal or procurement policies and procedures. Ability to administer and coordinate a large multi-contract program. Additional three (3) years of progressive professional experience in the field beyond the primary qualifications.
