CORE Performance Improvement Coordinator

$59,616 - $69,732 yearly (salary commensurate w/ training and experience)


Exempt, non-civil service appointment.  The primary purpose of this position serves as Behavioral Health Administration divisional resource to assist with strategic planning and program improvement activities. Researches and recommends performance management models and best practices; works with Divisions to develop performance improvement management subject matter expertise; monitors divisional performance improvement activities and projects and maintains a BHA-wide database of same; facilitates performance improvement projects to improve operational efficiency, customer satisfaction and enhanced service delivery and client outcomes. Provides support to Divisions for strategic planning, including assisting with strategic planning model research and selection; needs assessments; staff education; recommendations for performance management systems to track and measure progress towards goal attainment; and assisting with community-based planning input. Assists with grant application writing and implementation.



Minimum Qualifications


EDUCATION:  Graduation from an accredited four (4) year college or university with a bachelor’s degree. Excess work experience as described under the Specialized Experience, or any other responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study which completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.  The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.


EXPERIENCE:  One and one-half years of progressively responsible professional work experience which required a high degree of analytical skill and organization.


Two years of specialized progressively responsible experience which demonstrated the ability to conduct studies and analyses of programs or projects through active participation in the planning, coordination, development, and/or evaluation of programs and/or program activities.  The experience must have involved performing professional work concerned with program inter-relationships, effectiveness, or intra-program integration. It must further have demonstrated a high degree of analytical skill involving the ability to identify information needs, collect and analyze data, and identify problems and alternative solutions and their advantages and disadvantages and develop logical recommendations for a course of action and the ability to read, comprehend and interpret complex material such as State statues and/or federal regulations and draft comprehensive reports of findings and conclusions.


KNOWLEDGE & ABILITIES:  Knowledge of performance management frameworks such as the Balanced Scorecard, Delta model, Lean/Six Sigma, PEST/PESTLE, SWOT and Business Model Canvas is preferred, but not required.


Ability to deliver superior customer service; digest and effectively convey abstract concepts to various levels of organizational personnel, develop and maintain productive relationships with staff; identify and achieve meaningful goals within resources, planning and project management in a complex organizational structure; conduct independent research and analysis, data evaluation and interpretation; use a computer, calculator and copy/fax machines.


LICENSE REQUIREMENT:  Valid driver’s license preferred.

This position is exempt from the civil service.  Employment in such positions is considered to be “at will.”  This position is also subject to furlough and pay reductions as negotiated in collective bargaining. 


Incumbent must be able to work flexible hours and travel to neighbor islands and the mainland.  Incumbent will also participate in the DOH disaster notification telephone tree and emergency/disaster response plan.
