COVID-19 Additional Surge Staff (CASS) Procurement and Supply Specialist

$4,600 - $5,600 per month, salary commensurate with training and experience


Exempt, non-civil service, full-time, temporary appointment. The primary purpose of this position will require the incumbent to assist in the administration, development, implementation, planning, and compliance monitoring of the department’s contracting, procurement, inventory, and vehicle programs of the department.  Associated with this diversified range of duties, the incumbent assist in the development, review and establishment of policies, procedures and standards and to work with DOH programs in the implementation.  The incumbent works closely with management staff and is required to use judgment and analysis, substantial ingenuity and initiative in resolving problems in assigned areas and to support, promote and recommend sound solutions consistent with management objectives and concerns.  The work involves the responsible interpretation an knowledge of departmental/state/federal laws, rules, regulations and standards; ethics; procurement and supply principles, methods, and practices; advertisement of bids; formal contacts and requests for proposals principles, procedures, techniques and practices in inventory management and property control; collective bargaining unit contracts; and personnel rules and regulations.



Minimum Qualifications


EDUCATION:  Graduation from an accredited four (4) year college or university with a bachelor’s degree.


EXPERIENCE:  Two and Half (2 ½) years of specialized experience progressively responsible work experience in purchasing which involved working with users and vendors to identify, clarify and specify requirements for products, materials, equipment or services in order to develop specifications for formal bids and/or update existing specifications to ensure their currency and applicability.  This experience must have demonstrated knowledge of documentation requirements for formal purchases (e.g., standard bonding requirements, severability, special provisions, etc.), an understanding and use of common purchasing resources (e.g., manufacturers’ catalogs, buyers’ guides, etc.) and purchasing methods and practices; or conduct research and studies on products, etc., such as life cycle or in-use cost studies; testing, evaluating and reporting on alternative products, and/or comparable studies in order to make purchasing recommendations to management.  This experience must have involved identifying and gathering pertinent data, analyzing and evaluating data gathered, considering alternatives and their implications and recommending.
