Job Description

 

Program Administrator in our Water System Operations Division is responsible for the distribution of water throughout the BWS system by regulation and diversion of water from the supply source through various storage facilities utilizing mechanical, electrical, and telecommunications equipment; the operation, control, maintenance and repair of pumping plants for the BWS island-wide water system, compliance with water quality standards; safeguard of water system facilities from unauthorized access, natural disasters and other emergency situations; and related programs.

 

 

 

Duties and responsibilities may include but not limited to:

 

·         Formulating and executing policies and division priorities, analyzing pertinent operational issues and information; and assessing the impact of proposed policies and guidelines to ensure efficient and effective service to BWS water consumers.

 

·         Developing and implementing short-term and long-term goals and objectives pertaining to the operation of the BWS water system; operation, maintenance, and repair of BWS pump and treatment facilities; repair and maintenance of the BWS fleet.

 

·         Overseeing the planning and review of division programs for the proper design, operation and maintenance of the water system facilities to ensure efficient, effective and timely distribution of quality water to BWS water consumers.

 

·         Developing and justifying the operating and capital improvement budget for the division, including the evaluation of the necessary resources and authorizes the redistribution of available resources to meet changing operational needs.

 

·         Serving as principal advisor to the Manager and Chief Engineer on water system operations and its related programs, including water system facility operations; water treatment operations; mechanical and electrical equipment design, operation and maintenance; control center operations; and automotive services.

 

·         Developing internal procedures and practices for providing the highest quality of services and coordinative efforts among managers, supervisors and employees.

 

·         Determining the need and developing specific plans for organizational or operational changes that have the potential for significant impact on the division. Establishing reporting relationships and administrative controls over program or support operations.

 

·         Overseeing the coordination of work internal and external to the division, resolving conflicts among programs and coordinating activities with all affected areas.

 

·         Resolving conflicts among staff in areas of shared responsibility, personnel, and other administrative issues and concerns.

 

·         Keeping employees informed of BWS and division goals and objectives; ensuring that revised policies, procedures, methods and related work changes are implemented and executed in the proper and timely manner.
