Communication Access Specialist

$4,692 to $5,065 per month, salary commensurate w/ training and experience

 

 

Exempt, permanent, non-civil service, full-time appointment. The primary purpose of this position is to oversee and coordinate the statewide credentialing of sign language interpreters; provide technical assistance and policy analysis on issues relating to communication access services and technology for person with communication disabilities.

 

 

Minimum Qualifications

 

EDUCATION:  Bachelor’s Degree from an accredited college or university in a field relating to public health, social work, or other human service.  Master’s Degree preferred in a related field.

 

EXPERIENCE:  A minimum of two (2) years’ experience in public education role regarding the collection and dissemination of information.  Additional experience may be substituted for educational requirements.  Must have sufficient fluency in American Sign Language to communication with persons who are deaf and hard of hearing.

 

Develops administrative rules relating to Hawaii Administrative Rules Chapter 11-218, “Communication Access Services for Persons Who are Deaf, Hard of Hearing, and Deaf-Blind.”

 

Coordinates the testing of ASL sign language interpreters through the Hawaii Quality Assurance test (HQAS) and HQAS Continuing Education Unit (CEU) Program.

 

Conducts research on communication access services, including review of laws, rules, regulations, best practices, directives and procedures from other jurisdictions impacting persons who are deaf, hard of hearing, blind or deaf blind.

 

Serves as the primary staff to provide information and referral to state and county agencies, businesses, and consumers on the legal requirements for providing communication access service as well as how to obtain and pay for communication access services.

 

Performs other duties requiring similar services.
