Regular, Full-Time, RCUH Non-Civil Service position with the Research Corporation of the University of Hawai‘i (RCUH) Core Staff, located in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MONTHLY SALARY RANGE:  $12,500 - $15,416.67/Mon. 

 

DUTIES:  This position is a key member of the Research Corporation of the University of Hawai‘i (RCUH) senior leadership team reporting to the RCUH Executive Director. Provides strategic planning and guidance in the areas of finance, budgeting, revenue and cost analysis, client relations, risk management, asset management, information technology, accounting and reporting, procurement, disbursement, contracts and grants administration, and staffing. Overall responsibility for the RCUH Finance Department, which includes the Accounting, Procurement/Disbursing, and Project Administration sections, and the Corporate financial and fiscal functions. Establishes corporate financial goals and objectives consistent with long range and strategic plans. Responsible for the planning, development, and control of RCUH’s corporate accounting requirements together with formulating internal financial policies and procedures. Provides financial analysis and forecasts/projections in developing the strategic plan and operational budget of the Corporation. Serves as the Principal Investigator (PI) for the RCUH Finance Department. Directs, supervises, and assigns work to RCUH Finance Department staff. 

 

PRIMARY QUALIFICATIONS:

 

EDUCATION

Advanced Degree from an accredited college or university in Business Administration, Accounting, Public Administration, Law or related field. (Bachelor’s Degree from an accredited four (4) year college or university in Accounting, Business Administration or related field and five to seven (5-7) years of experience at a senior management or department head position with similar responsibilities as this position may substitute for an Advanced Degree.).

EXPERIENCE

At least ten (10) years of progressively responsible senior-level experience in finance, management, procurement, disbursing, project management and Information Technology (IT) with a medium or large corporation. This includes seven to ten (7-10) years of experience providing leadership and management of large/complex programs and activities, and at least five (5) years of supervisoryexperience.

KNOWLEDGE

Specialized working knowledge of institutional finance, accounting, procurement, disbursing, project management and IT functions. Strong working knowledge of IT systems, personal computers and other computer applications (e.g., spreadsheet, web applications, database, etc.). Knowledge of management principles including, but not limited to, supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures.

ABILITIES & SKILLS

Must possess corporate leadership and management skills. Skilled negotiator for business contracts/agreements with financial institutions, vendors, clients, and government agencies. Ability to communicate effectively with individuals and groups; utilizes auditing standards and procedures to address and respond to internal, external, and compliance audits.  Utilizes sound business practices and market conditions to review cost/price analysis information. Demonstrated ability to initiate and implement practices that enhance operations. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports. Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership.  Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work. Ability to review work and evaluate performance, and develop required job competencies of direct reports. Post Offer/Employment Condition:  Must be able to pass a post offer criminal background check for working with highly confidential and sensitive information which includes being fingerprinted and having a federal background check performed. Must be able to complete the UH Title IX training within twelve (12) months from date of hire.  Must be able to complete the Hawai'i State Ethics Code Training within three (3) months from date of hire, and re-certify every four (4) years.  Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.  Must be able to complete the EEO/Sexual Harassment Prevention and Workplace Violence Prevention trainings within twelve (12) months from date of hire, and re-certify every two (2) years.

PHYSICAL/MEDICAL DEMANDS

Must be able to perform duties as described in this position description, which may include inter-island or mainland travel, on-site project visitations (e.g., shipboard operations, Maunakea Observatories, etc.), and on-site client support (e.g., meetings, training sessions, etc.).

POLICY/REGULATORY REQUIREMENT

As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai‘i's and/or business entity's policies, procedures, and trainings.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

 

SECONDARY QUALIFICATIONS:    

 

Previous experience negotiating, evaluating, or managing Federal and State contracts and grants. Previous experience performing and managing audits with a CPA firm.  Familiarity with OMB regulations for Federal awards, FARS, DFARS, and other research compliance matters. Knowledge of UH, RCUH, State and Federal financial management, procurement, and related policies, procedures, and practices.
