PROGRAM SPECIALIST – Vaccine Supply Logistician (VSL) Epidemiology and Laboratory Capacity (ELC)

Up to $4,667 per month, salary commensurate w/ training and experience


Exempt, Non-Civil Service, Full-Time, Temporary Appointment.  The primary purpose of this position is to facilitate, monitor, analyze and evaluate Federal and State-supplied vaccine order, usage, returns, and wastage data by utilizing information available in tracking spreadsheets, the Hawaii Immunization Registry (HIR) and/or other immunization information systems, the Centers for Disease Control and Prevention (CDC) Vaccine Tracking System (VTrckS), and other applicable computerized systems to ensure immunization provider and State compliance with Federal cooperative agreement requirements.



Minimum Qualification(s)


EDUCATION:  Graduation from an accredited four (4) year college or university with a bachelor’s degree.


EXPERIENCE:  One and one-half (1 ½) years of work experience, which includes:


Progressively responsible professional work experience which required a high degree of analytical skill.  Such experience must have involved gathering, evaluating, and analyzing facts and other pertinent information required to resolve problems and/or determine and recommend appropriate courses of action.  Such experience must have also demonstrated the ability to elicit information orally and in writing; read, comprehend, interpret, and evaluate technical subjects, analyses or proposals; and apply problem-solving methods and technique, such as defining and analyzing problems; identifying alternative courses of action, and using judgement in determining appropriate alternatives.


Professional experience in a pertinent field/program area related to the DOCD/Immunization Branch/Vaccine Supply and Distribution Section role, including the knowledge and use computerized immunization management systems is highly desirable.


LICENSE:  Valid State of Hawaii Driver’s license is preferred.

This position is exempt from civil service. Employment in such positions are considered to be “at will.” This position can be up to a 12-month appointment, federally funded by the Centers for Disease Control and Prevention (CDC), Epidemiology and Laboratory Capacity (ELC) Cooperative Agreement for the budget period beginning August 1, 2020 – July 31, 2022. Continuation of this position will be dependent on a successful application for subsequent grant periods.
