Epidemiology and Laboratory Capacity (ELC) Procurement and Supply Specialist

Up to $4,252/month, salary commensurate with training and experience

 

Exempt, non-civil service, full-time, temporary appointment.   The primary purpose of this position is to primarily provide technical services utilizing the various procurement methods in the day-to-day activities of the division.  This position is also responsible in ensuring the procurement of goods and services are in compliance with all federal and state procurement laws, rules, and regulations.

 

 

Minimum Qualifications

 

EDUCATION:  Must meet the minimum education requirements as specified in the class specification, Department of Human Resources Development, State of Hawaii, for the class Procurement and Supply Specialist III.

 

EXPERIENCE:  Must meet the minimum experience requirements as specified in the class specification, Department of Human Resources Development, State of Hawaii, for the class Procurement and Supply Specialist III.

 

KNOWLEDGE:  Relevant policies/procedures, program/operational policies; and accounting principles and practices to carry out the effective implementation of all requirements and activities within the Finance Office.

 

SKILLS/ABILITIES:  Effectively and implement program requirements; establish expectations for the purchasing and procurement; review, control and recommend changes to work operations; exercise judgement and make responsible decisions, and maintain effective relationships with others.

 

LICENSE:  Valid type 3 Driver’s License is preferred.

Recruitment is continuous until needs are met.

 

This position is exempt from civil service. Employment in such positions is considered to be “at will.” This position can be up to a 24-month appointment, federally funded by the Centers for Disease Control and Prevention (CDC), Epidemiology and Laboratory Capacity (ELC) Cooperative Agreement for the budget period beginning August 1, 2020 – July 31, 2021.  Continuation of this position will be dependent on a successful application for subsequent grant periods.
