Executive Director (DCAB)

Exempt, Permanent, non-civil service appointment. The Executive Director (ED) serves as the Chief Executive Officer for the Board and is accountable to the Board for overall program and policy direction.  The ED is responsible for carrying out the functions of Hawaii Revised Statutes (HRS) §348-F, §103-50, and §291, Part III, implementing the goals and objectives of the Board, and supervising its staff.  The ED provides leadership in guiding all aspects of the Board’s activities and assumes a prominent role in coordinating appropriate agencies in developing policy recommendations to the Governor, Legislature, and other policy making bodies on issues affecting persons with disabilities.


DCAB is placed in the Department of Health for administrative purposes (budgeting, accounting, personnel, information technology).  The major duties of the position include serving as the primary advocate for persons with disabilities in policy arenas.  Supervising staff who implement the functions of HRS §348-F, §103-50, §291, Part III, and Administrative Directives relating to statewide coordination of the Americans with Disabilities Act (ADA).  Oversees the administration of the office through preparation of budget requests, expenditure plans, records maintenance, personnel actions, etc.  Coordinates activities of the Board, including Board appointments, staffing of meetings, preparation of Annual Reports, Plan of Action, and other Board reports.

Minimum Qualifications


EDUCATION:  Masters degree from an accredited college or university in public administration, policy development or analysis, or a related field in the human services.


EXPERIENCE:  Six years of progressively responsible experience in a field relating to the work of the Board such as research and needs assessment, administration, policy development and analysis, or legislation, including at least two years of which involved the delivery of services to persons with disabilities three years of progressively responsible experience supervising professional and administrative level staff, and three years experience working with boards and commissions or similar entities in a staff capacity.
