GRANT ACCOUNTANT Epidemiology and Laboratory Capacity (ELC)
Up to $4,079/month, salary commensurate with training and experience
Exempt, non-civil service appointment. The primary purpose of this position is to assist with specialized work in accounting and financial management services related to administration of federal grant funds, including day to day maintenance of accounting and budgetary systems, to ensure that program objectives, operations and contracts are carried out in a fiscally prudent manner in accordance with federal and state regulations.
Minimum Qualifications
EDUCATION: Must meet the minimum qualification requirements as specified in the State of Hawaii, Department of Human Resources Development, class specifications for the class, Accountant Ill.
EXPERIENCE: Ideally meets the minimum qualification requirements as specified in the State of Hawaii, Department of Human Resources Development, class specifications for the class, Accountant Ill.
KNOWLEDGE: General accepted accounting principles (GAAP) and practices; financial mathematical knowledge and practice; report writing. Applicable federal, state and county laws and rules; departmental rules and regulations; theories, policies, procedures, principles and practices of accounting and auditing.
ABILITIES:
1. Analyze facts, figures, and derive sound conclusions; understand and apply applicable laws, regulations, rules, and interpretations; make financial arithmetic computations properly; give and receive oral and written instructions; proficient in Excel and other word processor, spreadsheet, and data management tools.
2. Establish and maintain effective working relationships with other departmental offices, public, private and federal agencies, communicate effectively and tactfully orally and in writing.
3. The incumbent must have the ability to gather and analyze facts and draw sound conclusions to implement well-established theories, principles, and practices of accounting.
LICENSE: Applicable certificates in the financial or accounting fields, with national recognition preferred. Valid Hawaii driver's license preferred, but not required.

This position is exempt. Employment in such positions is considered to be “at will.” This appointment is federally funded by the Centers for Disease Control and Prevention (CDC), Epidemiology and Laboratory Capacity (ELC) Cooperative Agreement for the budget period beginning August 1, 2018. Non-competitive continuing applications for this position are available through the end of a five-year grant period, ending July 31, 2021. Continuation of this position will be dependent on a successful application for subsequent grant periods.
