Job Description



Hawai‘i  Department of Agriculture.  Regular, Full-Time, RCUH Non-Civil Service position with the Hawai‘i Department of Agriculture’s (HDOA) Produce Safety Program, located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 




DUTIES:  Develops a statewide produce safety compliance program that meets Federal Food and Drug Administration (FDA) requirements and supports public health. Acts as the State’s subject matter expert on the Food Safety Modernization Act (FSMA) and other agricultural food safety measures. Develops and implements a program that includes inspection and compliance activities, technical assistance and industry support, producer and regulator training opportunities, and a robust evaluation process. Develops and implements program rules and amendments relating to agricultural food safety and FSMA. Develops rules and/or legislation regarding agricultural food safety practices and prepares testimony on amendments. Participates in and monitors progress of amendments through the legislative process. Manages the Hawai‘i Food Safety budget. Negotiates grants, contracts, and extramural funds to ensure delivery of outcomes. Develops and implements a comprehensive outreach and technical regulatory program that ensures producers are educated and supported with tools to achieve compliance with FDA’s Produce Safety Rule. Develops, conducts, and coordinates outreach, including driving to visit farmers, ranchers, produce distributors and wholesalers, and other affected parties. Develops a farm inventory and explores the concept of a registration of farms that grow fruits, tree nuts, and vegetables covered by FDA’s Produce Safety Rule. Prepares and presents reports of the Hawai‘i Produce Safety Program’s progress to government officials and stakeholders. Identifies and pursues Federal, State, and private grant opportunities that would financially support the program in achieving its goals.Work may involve irregular hours and various locations. Must be able to travel inter-island for work coverage, training, meetings, or workshops, and travel out-of-state for training or to attend conferences or seminars. 


PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Education, Agriculture, Food Technology, or related field.  EXPERIENCE:  At least three (3) years of professional work experience in agricultural food safety.  ABIL/KNOW/SKILLS:  Knowledge of the principles and practices of program administration and budgeting. Knowledge of principles of good agricultural practices, research methods and techniques, and statistical analysis. Knowledge of policies, procedures, guidelines, laws, and rules applicable to agricultural food safety. Good working knowledge of local and national agricultural marketing, transportation systems, facilities, and the functional, operational, and administrative aspects of the various sectors within these systems. Detailed knowledge of agricultural food safety laws, rules, regulations, policies, and procedures of the FSMA and other food safety matters. Ability to initiate, direct, and coordinate the efforts of agencies at national, State, and county levels in several jurisdictions. Ability to evaluate the performance of program activities and identify, define, evaluate, and develop alternate solutions to problems relating to the program. Ability to communicate effectively, both orally and in writing. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.  PHYSICAL/MEDICAL REQUIREMENTS:  Ability to withstand moderate to prolonged periods of standing or walking; withstand moderate stooping, bending, and climbing; withstand moderate discomfort and risk associated with field work on agricultural lands and in the presence of agricultural processing equipment, dust and foul odors, slippery floors, and moving equipment such as Hi-Lifts and moving belts. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).  


SECONDARY QUALIFICATIONS:  Master’s Degree from an accredited college or university in Education, Agriculture, Food Technology, or related field. At least three (3) years of experience in working with produce growers on good agricultural practices. Knowledge of the University of Hawai‘i (UH) or RCUH administrative procedures.  Experience in administering projects funded by State or Federal grants in a position of responsibility is highly desirable.
