Regular, Full-Time, RCUH Non-Civil Service position with the University of Hawai‘i Maui College (UHMC), Hawai‘i Child Welfare Continuous Quality Improvement Project (HCWCQI), located on the island of Oahu or Maui. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $5,000 - $7,000/Mon.
DUTIES: Leads the implementation of a continuous quality improvement (CQI) system that assesses and measures the quality of child welfare services and systemic factors described in the Child and Family Services Reviews (CFSR), by determining the impact those services have on child- and family-level outcomes and functioning, and the effectiveness of processes and systems in operation in the State and/or required by Federal law. Drives to project sites. Serves as a reviewer, site leader, and quality assurance (QA) lead for CFSR and CQI case reviews. Collects qualitative and quantitative data through interviews, surveys, focus groups, and other research methods to identify promising practices, trends, issues, potential problems, and areas for improvement. Develops recommendations for appropriate systems improvements and strategies. Manages complex research projects. Manages CFSR-related research activities. Designs effective tracking systems. Advises project staff on designing effective tracking systems. Conducts time-sensitive CQI case reviews of selected cases at the request of Department of Human Services (DHS) administrators/leadership. Reports findings of reviews to a Child Welfare Services (CWS) audience. Provides training, mentoring, and technical support to project staff on CFSR and CQI reviews.
PRIMARY QUALIFICATIONS:
EDUCATION
Master’s Degree from an accredited college or university in Social Work, Psychology, Public Administration or related field. (Bachelor’s Degree from an accredited four (4) year college or university in Social Work or a related field, and at least three (3) years of progressively responsible experience in the provision of human services, may substitute for the Master’s Degree).
EXPERIENCE
Five to seven (5-7) years of professional experience helping individuals and their families find satisfactory ways of identifying their problems, coping with their conditions, and functioning within their environments; development and monitoring of service plans; evaluation/assessment of clients’ progress; and modifying service plans to improve client outcomes. Experience must include at least three (3) years of experience in quality assurance or analytics for social services at the program development level. Experience must include at least three (3) years of experience as a caseworker in child welfare services or a related field.
KNOWLEDGE
Extensive knowledge of federal and state rules and procedures pertaining to child welfare practice and CFSR. Strong knowledge of: human services methods, practices and techniques; the services and special needs of the abused or neglected child population; community and governmental organizations; plans, policies and objectives relating to children and their families; pertinent laws, rules and regulations; general research and statistical sources, methodologies and techniques; purposes, principles, practices, methods and techniques of public planning, public relations and program evaluation; community resources available to CWS clients; and relationship of CWS with other human services organizations. Thorough knowledge of: Adoption and Safe Families Act of 1997, Child Abuse Protection and Treatment Act, Code of Federal Regulations (as relevant), standards and practices of the Child Welfare League of America, Hawai‘i Revised Statutes, Hawai‘i Administrative Rules, and policies.
ABILITIES & SKILLS
Excellent communication skills, both orally and in writing. Ability to read, understand, and apply statistical data and research results to develop program policy and procedure recommendations. Ability to prepare reports and correspondence. Proficient in personal computers (PC) and software programs like Microsoft Office, Microsoft Teams, Zoom, Zoom Workplace. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to pass a post-offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS
Ability to lift and carry up to thirty (30) pounds unassisted.

As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to the University of Hawaii's UH Maui College/HCWCQI HIPAA/PHI privacy and security policy and the State of Hawaii Department of Human Services. Must maintain a current status on the University’s and/or the business entity's training requirements.
SECONDARY QUALIFICATIONS:
Strong knowledge of DHS/CWS policies and procedures; the broader child welfare system, and DHS contracts for CWS. Supervisory experience in child welfare services or a related field. Experience in program development. Experience with the Federal and State CFSR for child welfare services.
