Regular, Full-Time, RCUH Non-Civil Service position with the Human Resources Department, Research Corporation of the University of Hawai‘i   (RCUH) core staff located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 


MONTHLY SALARY:  Salary commensurate with qualifications. 


DUTIES:  Responsible for accurate, timely, and efficient handling and processing of RCUH Employee Benefits Programs relating and included but not limited to Health Insurance, Affordable Care Act, Flexible Spending Plan, COBRA, Group Life Insurance, Group Long-Term Care Insurance, Long Term Disability Insurance, retirement plans, Family/Medical leave compliance, paid and unpaid leaves, retiree medical and life insurance plans, accumulated sick leave and vacation payout reserves and workers’ compensation insurance funds in accordance to RCUH Policies and applicable Federal, State, and locality laws and regulations.  Responsible for benefit-related tasks necessary to payroll operations of semi-monthly payroll and coordination of tasks and communication with appropriate HR Department sections and benefits vendors. Ensures payroll processing benefit-related reports and processes are completed and addressed in a timely manner each pay period.  Coordinates the annual Benefit Open Enrollment period and associated tasks, HR Department internal work flow and distribution, training, and communication. Establishes and maintains relationships with outside vendors to coordinate benefits enrollment, contributions, payments and continued coverage of benefits eligible employees. Responsible for routine fiscal operations related to employee benefits, including but not limited to: accurate and timely vendor payments and reconciliations, handling of employee benefit payments, review of reserves. Coordinates with Payroll to ensure proper allocation of employee/fringe benefit employee and employer contributions, payments to vendors, and charges to project accounts. Provides professional level support including but not limited to audits, improving online employee benefits systems, studies, reports, and statistics on employee benefits management activities and functions. Collaborates with other HR sections to support the overall direction and goals of the HR Department and RCUH. 


PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor’s Degree from an accredited four (4) year college or university in Business Administration, Human Resource Management or related field of study.

EXPERIENCE

One to three (1-3) years of experience (or demonstrated competence on job duties/responsibilities) within RCUH Human Resources Department performing employee benefits duties competently and other related Human Resources assignments.

KNOWLEDGE

Good working knowledge of employee benefits plans, documents, eligibility requirements, etc. work processes.  General knowledge of personnel administration principles and applicable employee benefits regulations.

ABILITIES & SKILLS

Ability to communicate (verbally and written) effectively to all levels of staff and program administrators.  Strong data entry skills and ability to demonstrate accuracy and organizational skills. Proficient in words processing using MS Word, general skills in spreadsheets using MS Excel. Post Offer/Employment Condition:  Must be able to pass a post offer criminal background check for working with highly confidential and sensitive information which includes being fingerprinted and having a federal background check performed. Must be able to complete the UH Title IX training within twelve (12) months from date of hire. Must be able to complete the Hawai'i State Ethics Code Training within three (3) months from date of hire, and re-certify every four (4) years.  Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.  Must be able to complete the EEO/Sexual Harassment Prevention and Workplace Violence Prevention trainings within twelve (12) months from date of hire, and re-certify every two (2) years. 

POLICY/REGULATORY REQUIREMENT

As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai‘i's and/or business entity's policies, procedures, and trainings.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 


SECONDARY QUALIFICATIONS:    

Previous work experience administering employee benefits for a large private corporation or public institution. Previous experience using PeopleSoft Human Capital Management (HCM) in Benefits Administration or other similar human resources information systems (HRIS). SHRM Certified Professional (SHRM-CP) certification. Previous related work experience within a research or university environment. Knowledge of RCUH policies and procedures.
