Regular, Full-Time, RCUH Non-Civil Service position with the Human Resources Department, Research Corporation of the University of Hawai‘i (RCUH) core staff located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $5,000 - $6,250/Mon.
DUTIES: Responsible for accurate, timely, efficient handling and completion of high-volume and professional level recruitment assignments requiring sound judgment and decision-making. Serves as point of contact and facilitates an efficient recruitment process. This includes assignments such as drafting and developing job descriptions, ensuring job postings are complete and accurate, and reviewing/classifying finalized job descriptions to determine an appropriate pay range within RCUH’s pay schedule. Works with Principal Investigators (PIs) and project staff to provide overview and guidance on recruitment processes. Assists in the planning and coordination of recruitment training and other recruitment events. Attends job fairs and assists with the posting of job advertisements on various job boards and company websites to assist with recruitment efforts. Reviews worker classification for Employee/Independent Contractor requests in compliance with Department of Labor, Internal Revenue Service, and applicable labor and tax regulations. Evaluates, collaborates, and updates internal procedures and processes. Seeks and obtains feedback and recommendations to streamline related procedures and processes. Participates in testing and implementation of related Human Resources Information Systems (HRIS) initiatives. Provides support to other areas in the Human Resources department.
PRIMARY QUALIFICATIONS:
EDUCATION
Bachelor's Degree from an accredited four (4) year college or university in Human Resources Management, Business Administration, or related field.
EXPERIENCE
One to three (1-3) years of experience in human resources, administrative, or related field.
KNOWLEDGE
General knowledge of Federal and State employment laws, human resources principles and concepts. General knowledge of computerized human resources information systems, and administration of policies/procedures. Working knowledge of developing job descriptions and recruitment processes.
ABILITIES & SKILLS
Good communication skills (verbally and written). Ability to research laws/regulations, summarize and compile data, and produce reports. Proficient in word processing using MS Word, PowerPoint, and MS Excel. Ability to demonstrate accuracy and organizational skills. Must express enthusiasm and a willingness to learn job duties and RCUH policies and procedures quickly. Ability to work effectively in a fast-paced, high-volume of work environment while assisting customers via frequent phone calls and a high-volume of emails, daily. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check for working with highly confidential and sensitive information which includes being fingerprinted and having a federal background check performed. Must be able to complete the UH Title IX training within 30 days from date of hire, and re-certify annually. Must be able to complete the Workplace Violence Prevention training within 30 days from date of hire, and re-certify annually. Must be able to complete the Hawai'i State Ethics Code Training within three (3) months from date of hire, and re-certify every four (4) years. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
POLICY/REGULATORY REQUIREMENT
As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai‘i's and/or business entity's policies, procedures, and trainings. SECONDARY QUALIFICATIONS:
Previous working experience with HRIS system(s) (i.e., PeopleSoft). Specialized experience in Human Resources Management or information systems. Working knowledge of and experience in EEO and Affirmative Action Programs, labor laws, and administering UH and RCUH policies and procedures. Certifications/additional human resources training (e.g., SHRM Certification).
