HUMAN RESOURCES SPECIALIST Epidemiology and Laboratory Capacity (ELC)
Up to $4,500 per month, salary commensurate w/ training and experience
Exempt, Non-Civil Service, Full-Time, Temporary Appointment. The primary purpose of the Human Resources Specialist position is to provide advice, resources, and support to the mangers and supervisors within the DOCD regarding all personnel matters, including employee/labor relations; classification and compensation; recruitment and examination; training and safety; and personnel administration. The position also liaises with the departmental Human Resources Office (HRO) and/or Department of Human Resources Development (DHRD) to ensure that the DOCD complies with collective bargaining agreements, as well as federal and state laws and regulations, and/or division or branch policies and procedures.
Minimum Qualification(s)
EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor’s degree.
EXPERIENCE: Two and a half years of specialized experience in any one or any combination of the following areas of human resources management: recruitment and examination; position classification and compensation; employee/labor relations; training and safety; and benefits administration and transactions.

This position is exempt from civil service. Employment in such positions are considered to be “at will.” This position can be up to a 24-month appointment, federally funded by the Centers for Disease Control and Prevention (CDC), Epidemiology and Laboratory Capacity (ELC) Cooperative Agreement for the budget period beginning August 1, 2020 – July 31, 2021. Continuation of this position will be dependent on a successful application for subsequent grant periods.
