Job Description



Joint Institute for Marine and Atmospheric Research.  Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine and Atmospheric Research (JIMAR), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 


MONTHLY SALARY:  Salary commensurate with qualifications. 


DUTIES:  Assists the Data Management Administrator with overseeing data management functions and responsibilities for the project, which includes providing guidance to the data management staff and oversight of all data management services and related projects. Analyzes information and technology needs from a strategic and operational perspective, determines requirements and resources, and makes recommendations.  Works with internal and external end-users to identify desirable and useful products for data management needs.  Collaborates with data management teams from other agencies and partner agencies to develop and coordinate data tools and products for various projects. Coordinates with Division staff in the collection, capture, processing, documentation, archiving, and maintenance of scientific data, data products and reports.  Designs, develops, tests, implements, and documents database management systems for the Division’s datasets.  Develops procedures and processes to import/export data between various database management systems.  Coordinates with external groups for data dissemination and data consumption for the Division's datasets.  Contributes to the inventory and archiving of project’s data holdings and backups, in original and electronic forms, and data products.  Coordinates and maintains effective and efficient data flow and data processing in the field and in the office.  Installs, configures and implements data acquisition and archival systems, and other computer-related equipment and instrumentation on ocean-going research vessels and small boats.  Provides advanced computer systems and database support to researchers and staff. Provides advanced programming and analytical support for coral reef ecosystem monitoring and research, fisheries management, fisheries stock assessment, and oceanographic research.  Gathers requirements for application development projects, translates project and data requirements into system designs, and prepares functional specifications.  Develops, tests, implements, documents, and supports applications, computer programs, and scripts to produce user-friendly graphical interfaces for relational databases to effectively and efficiently access and use the project’s data holdings.  Designs, develops, tests, implements, and documents computer procedures and application programs which ensure the integrity, accessibility, timeliness, and usability of the shipboard, remotely sensed, telemetered, in-situ and other data generated or collected by the project.  Develops and implements applications and interfaces to effectively present and distribute scientific datasets and data products that involve multiple computer platforms, operating systems, and networks, including satellite telemetry.  Develops and maintains automated computer programs and routines, which process, analyze and present real-time, near-real-time, and archived data.  Develops scalable tools, automated tools, and database management applications for the manipulation, integration, and dissemination of data, in both raw and summarized form, for internal and public use via a local area network and the Internet.


PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in a Computer, Physical, or Biological Science field.  EXPERIENCE:  Five to seven (5-7) years of overall professional level work experience which includes programming, utilizing state of the art languages, scripts, and editors in Windows, UNIX or Linux environments;  design, development and support of relational database applications with client/server databases, including enterprise-wide database management systems, and web applications and graphical user interfaces for relational databases; operational experience in the primary data management functional areas of data collection, data capture, data processing, data maintenance, data archival, and data dissemination; operational experience with metadata procedures, data integration, data manipulation, data parsing, and data auditing and managing large scientific data sets including geographic and time series data; and one to three (1-3) years of experience in managing IT-related projects, contracts, and budgets.  ABIL/KNOW/SKILLS:  Knowledge of project management principals and budget formulation concepts. Working knowledge of relational database management software such as ORACLE, MySQL, or Microsoft (MS) Access and dynamic Web tools such as APEX, Hypertext Preprocessor (PHP), Perl, and HyperText Markup Language (HTML).  Working knowledge of programming languages such as Python, C/C++, JAVA, and Procedural Language/Structured Query Language (PL/SQL). Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location.  Must be a US Citizen or Permanent Resident Alien. Ability to perform project management functions, which includes independently planning, organizing, and implementing projects to meet division requirements and objectives within schedule, setting priorities and coordinating multiple tasks with frequent and tight deadlines. Ability to translate end-user requirements into tangible design specifications.  Ability to communicate effectively both orally and in writing.  Demonstrated skills in providing advanced scientific programming support in SQL languages, and database form and report generators.  Ability to develop database applications and web applications in PC environments and to integrate both raw and summarized data in client/server databases with statistical, Geographical Information Systems (GIS) and visualization software/tools. Post Offer/Employment Condition:  Must be able to meet US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a federal facility, which includes being fingerprinted and having a federal background check performed prior to date of hire and maintained throughout duration of employment.  PHYSICAL/MEDICAL REQUIREMENTS:  Ability to install and configure computer-related equipment and instrumentation in ocean-going research vessels. (i.e. Comfortable with working in small and confined areas, able to lift thirty-five (35) pounds, able to negotiate step ladders, narrow ship passageways and access ports.)  Must be able to obtain medical clearance to work on NOAA research vessels or other appropriate vessels and for NOAA diving requirement and maintain throughout duration of employment.
