Job Description

The Lead Telecom Specialist shall assume responsibility in the planning, designing, executing, quality control, and installation of inside/outside plant cable facilities projects and services related to the deployment project.

  • Collaborate with a diverse team of, Installation Technicians, Engineers, Contracts Administrators, CAD specialist, and General Administrative Staff in the successful production of telecommunications projects
  • Participate in site surveys and field analysis to assist in valued engineering, attainable project requirements, material recommendations, manpower and deployment timelines
  • Able to effectively manage a quality control plan to ensure production, subcontractor performance, and measured output aligns with the scope of work
  • Oversee the development, implementation and completion of all call orders which include estimation, work plans, following engineered design solutions and quality control plans
  • Track and manage the ordering, delivery and distribution of all related materials including all associated cabling products and hardware/software devices
  • Develop all necessary project plans, staffing and scheduling plans, material lists and all other necessary documents for each call order
  • Produce a weekly status report to the client on the accomplishments and status of all Call Order installations
  • Aid lead engineer in survey and design of telecommunications projects

  • Must be motivated to learn and grow within a team environment, leading by example with positive influence and attitude.
  • Strong understanding of reading construction drawings, calculating and performing measurements for takeoffs to form a Bill of Materials (BOM).
  • Excellent understanding of voice and data cabling including copper, fiber optics and telecommunications infrastructure.
  • Proficient in understanding of Codes, Standards and Technical Manuals such as; NEC National Electrical Code, TIA Telecommunications Industry Association and BICSI.
  • Installing telecommunications equipment, routers, and switches, establishing connections, and programming features following industry standards.
  • Verify service by testing circuits, equipment, and alarms, identifying, correcting, or escalating problems.
  • Documents network by labeling and routing equipment and cables.
  • Troubleshoot and repair equipment and OSP/ISP issues.
  • Proficient with Microsoft Office applications (Excel, Word, PowerPoint, Outlook, etc.)

Military Installation Access: Must be able to qualify for and obtain a base access pass (successful pass of background check). Must be a U.S. citizen.


Clearance Requirements: Must be able to qualify for and obtain an active Secret security clearance.


Education and Experience: This position requires a minimum of Five years of experience within the field of telecommunications installation and a BICSI Certification is preferred. HS Diploma or GED & Technical Trade School, military service, or related experience is required, but a bachelor’s degree is preferred. Able to obtain industry and manufacturer certifications.


Travel:  Work will be performed at various military base/post/camp/stations within the State of Hawaii (outer islands included).  Occasional local travel may be required in support of this position.

The ideal candidate must be able to work at heights, off a ladder and in confined spaces, as well as be able to lift 75 pounds and move up to 50 pounds. Physical Responsibilities - Repeated and frequent ability to lift, from floor to above head 25 lbs continuously. Ability to sit, stand, climb, kneel, bend, lift, crawl, squat, reach and utilize both hands and feet in an aerial and underground capacity. Environmental Conditions exposure is heat, cold, dust, wet, vibration and very loud noise. Requires the ability to sit for extended periods, stand, bend, walk, communicate via telephone, computer and/or face-to-face contact, vision to monitor, and use basic office equipment such as a personal computer, copier and fax machines regularly during the course of work. Work is performed in and out of an office environment.
