Job Description

PAYROLL SYSTEMS ASSISTANT I – ID# 19061. 

 

Research Corporation of the University of Hawai‘i.  (Up to 2) Regular, Full-Time, RCUH Non-Civil Service position with the Human Resources Department, Research Corporation of the University of Hawai‘i (RCUH) core staff located in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MINIMUM MONTHLY SALARY:  $3,250/Mon. 

 

DUTIES:  This is a progression position beginning with an entry level (Level I) that assists in the processing, transacting, and auditing of payroll and related actions.  Assists with performing reviews and audits to ensure compliance with State and Federal payroll and payroll related tax requirements and timesheet certification.  Takes part in processing payroll, adjustments, benefit and tax collections, and distribution.  Assists in preparation and completion of payroll/tax accounting, payroll/tax reporting, resolution of payroll problems, payroll distribution, deductions, and adjustments.  Assists Payroll Operations Manager with the Human Resources Management System (HRMS) Payroll process for timely and accurate payroll.  Payroll is processed semi-monthly. It is mandatory for all payroll staff to be present to work the three (3) critical days of payroll processing which may include working overtime. 

 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Associate’s Degree from an accredited community college in Accounting, Business Administration or related field. (High School Diploma or G.E.D equivalent and at least three (3) years of clerical and customer service experience may substitute for an Associate’s Degree).  EXPERIENCE:  This classification is used as an Entry and Progression classification.  It will assume the employee to start at Level I (unless there is justified experience to begin at Level II).  Progression will be based upon employee’s satisfactory work performance and demonstrated ability to handle progressively responsible assignments in payroll, accounting and tax administration.  Level I: At least one (1) year of office work experience.  ABIL/KNOW/SKILLS:  Basic knowledge of accounting principles and office administration.  Must possess basic administrative skills, and some basic computer skills to work with automated HRMS.  Must be able to manage a fast-paced, high-volume of work environment while assisting customers via frequent phone calls and a high volume of emails, daily. Must be able to multi-task. Ability to work independently on assignments. Good verbal and written communication skills. Proficient in keyboarding (i.e., acceptable speed and accuracy). Proficient in MS Word and MS Excel applications, email, Internet, and general abilities to use data base software.  Post Offer/Employment Condition:  Must be able to pass a post offer criminal background check for working with highly confidential and sensitive information, which includes being fingerprinted and having a federal background check, performed.  POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).  

 

SECONDARY QUALIFICATIONS:  Bachelor’s Degree from an accredited four (4) year college or university. Experience with PeopleSoft HRMS or similar computerized relational database payroll system.  Knowledge of Federal and State of Hawai‘i payroll related rules and regulations, payroll taxes, the RCUH accounting system or the University of Hawai‘i fiscal system.
