Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), performing project tasks on land controlled by the U.S. Navy, located at Joint Base Pearl Harbor–Hickam (JBPHH). Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.


MONTHLY SALARY:  $5,000/Mon. 


DUTIES:  Manages, schedules, and coordinates Research Corportaion of the University of Hawai‘i- Pacific Cooperative Studies Unit (RCUH-PCSU) staff in a variety of projects to support the PCSU-Joint Base Pearl Harbor–Hickam (JBPHH) Natural Resources (NR) Program. Coordinates within the Navy Environmental Program concerning the Integrated Natural Resources Management Plan (INRMP) execution with JBPHH.   Coordinates with the Navy PMRF NR Manager to manage and develop adaptive management plans for protected species and identifies emergent needs under the Cooperative Agreement. Directs, supervises, and assigns work to PCSU/JBPHH staff and supervises the PCSU-JBPHH NR activities to promote conservation of federally protected species and habitat, and presents NR program information.  Ensures all data collected is incorporated into the NR database, and managed and analyzed for the production of timely reports.  Manages vehicle fleet for safety and maintains vehicles. Responsible for overall safety, compliance, and ethics of the PCSU-JBPHH NR program, including safety storage of airguns and following all standard operating procedures (SOPs) for the Predator Control team. Ensures budgets are adhered to and individual field operations conform to budgets and the implementation plan, and purchases are made timely.  Responsible for PCSU-JBPHH NR data management and reporting including: quarterly, annual, and final reports, quarterly and annual meetings, production of reports on endangered species findings, and data management systems. 




Bachelor’s Degree from an accredited four (4) year college or university in Biological Science, Natural Resource Management, Environmental Science, Wildlife Biology, or related field.


Three to five (3-5) years of experience relevant to managing terrestrial natural resources, wildlife, or environmental resources in Hawai‘i or similar setting. At least one (1) year of experience managing challenges with wildlife and addressing identifying objectives. At least one (1) year of experience managing a project. Experience needs to be well documented (include dates and hours/week) and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field.  At least three (3) years of supervisory experience or professional leadership.


Working knowledge of natural history relevant to native Hawaiian wildlife, or similar environments.  Working knowledge with native Hawaiian ecosystems, native Hawaiian plants and wildlife, or similar environments.  Proficient knowledge of techniques used to inventory and monitor wildlife, and other natural resource assets, including experimental design and data analysis. Knowledge of rules and regulations relating to field operations, and pertinent laws, regulations, licensing and permitting requirements related to program. Knowledge of management principles including, but not limited to, supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures.


Strong organizational ability to plan and execute logistically complex field operations. Strong ability to solve logistical problems and problems related to biological threats. Ability to lead a field crew and work as a team member for safe and efficient field operations. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports.  Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership.  Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work.  Ability to review work and evaluate performance, and develop required job competencies of direct reports.  Ability to maintain a positive professional attitude in support of a productive work environment.  Must have excellent communication and program management skills.   Ability to organize, schedule, and plan projects.  Ability to record biological data with a global positioning system (GPS) unit.  Ability to work effectively in a complex organizational structure, requiring sound decisions regarding priorities and workload.   Ability to analyze data and present findings and recommendations in written report format.  Ability to estimate costs associated with complex projects and to project budget requirements for future program needs.  Proficient use of Microsoft Office word processing, database, and spreadsheet programs.  Ability to perform basic statistical analysis.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition:  Must be able to pass a DoD security check for employment as a Navy contractor and be able to obtain a Common Access Card (CAC). Applicant selected will be subject to a Government security investigation and must meet eligibility requirements for access to classified information. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals.


Able and willing to conduct work under strenuous outdoor conditions (e.g., extreme weather, thick brush, and steep terrain) on a secured military base.

Master’s Degree from an accredited college or university in Biological Science, Natural Resource Management, Environmental Science, Wildlife Biology, or related field. Experience in programs managing protected species and ecosystems on military lands in Hawai‘i.  Knowledge of the life history of protected species and of operations and mission of JBPHH.  Knowledge of Department of the Navy natural resources programs, and the policy, organizational contexts within which they are managed.  Knowledge of programs managing rare and endangered species and ecosystems in Hawai‘i.  Knowledge of techniques used to inventory, assess, and display natural resource assets, environmental impacts, and their interrelationships. Knowledge of propagation and outplanting techniques for Hawaiian plants.
