PCSU PROGRAM ASSOCIATE II – ID# 226184.

Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit, located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MONTHLY SALARY RANGE:  $4,200 - $4,500/Mon. 

 

DUTIES:  Serves as the resource who prepares and processes Office of Aviation Services documents, travel requests and completions, including foreign travel. Prepares fiscal documents for processing and follow-up actions. Ensures all procurement documents processed are compliant with the Office of Management and Budget (OMB) circular and the Research Corporation of the University of Hawai‘i (RCUH) policies and procedures. Provides support for project to include preparing documents for processing, filing, photocopying, creating spreadsheets, and assisting with organization of office; and other related duties. Initiates and processes ADQ91, 1681-3IAA, OAS 23 forms with the appropriate purchase requisitions. Reviews and recommends changes to the information on forms for execution. Monitors bidding process, non-routine purchase orders, receiving procedures, sole source, etc. Prepares justification on cost price reasonableness and sole source for purchase orders. Reviews propriety and completeness of all procurement documents. Processes fiscal documents and follow-ups on any outstanding actions. This is a progression series job in which the employee will be expected to perform with increasing independence on progressively responsible duties. Quantity and quality of work is expected to increase as levels increase. Progression from one (1) level to the next is not dependent on time-in-grade, rather upon employee’s demonstrated abilities, competence, and operational needs.  Through experience, demonstrated competence, and operational needs, may be hired at the appropriate level. 

 

PRIMARY QUALIFICATIONS:

 

EDUCATION

Associate’s Degree from an accredited community college in Business, Accounting, or related field.

EXPERIENCE

Three to five (3-5) years of administrative office/clerical experience. Three to five (3-5) years of experience preparing fiscal documents, accounting, or procurement actions in which problem resolution was a key part of the position. (Bachelor’s Degree from an accredited four (4) year college or university in Business, Accounting, or related field may substitute for two (2) years of experience).

KNOWLEDGE

Knowledge of preparing fiscal documents and processing travel and procurement actions. Knowledge of common office practices including the operation of standard office machines and personal computers.

ABILITIES & SKILLS

Ability to type fifty (50) WPM accurately and follow operational procedures and general instructions. Must possess good communication, both orally and in writing. Ability to understand and follow oral and written instructions. Ability to  maintain good working relationships with faculty and staff and interacts effectively and tactfully with students, faculty, and field personnel. Working ability with word processing, spreadsheet, and database computer applications in Microsoft Office including Word and Excel. Post Offer/Employment Condition: Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

SECONDARY QUALIFICATIONS:    

 

Familiar with database applications. Knowledge, experience, or familiarity with UH, RCUH, UH Foundation policies and procedures. Knowledge of 2 CFR 200, 5 CFR 735, 14 CFR 205, FAR, DFAR, and Office of Aviation Policies.
