PHIG Compliance and Hearings Specialist

$5,258 - $6,399 per month, salary commensurate w/ training and experience

 

Exempt, non-civil service, full-time, temporary appointment. This primary purpose of this position is to support the Compliance, Hearings, and Investigations Office (CHIO) by performing legal research, including review of statutes, legislative history, and analyzing guidance, on compliance issues as directed, and advising and instructing all levels of management and personnel on administrative compliance issues to ensure DOH exercises due diligence and sound internal controls to operate with integrity and protect against legal risk.

 

The position also supports hearings officers with all aspects of the administrative appeal process, including preparing and drafting documents for the administrative hearings or for filing with the judiciary, and assisting the hearings officer with case management and calendaring as well as legal research and analysis when necessary.

 

 

Minimum Qualification(s)

 

EDUCATION: A combination of education and experience equivalent to graduation from a paralegal curriculum at a college or community college.

 

GENERAL EXPERIENCE:  Four (4) to ten (10) years of paralegal work experience which demonstrates that the applicant possesses knowledge of interviewing techniques; rules of evidence; the legal system and procedures; legal research methods and sources of legal information; and that the applicant also has the ability to understand and explain legal processes and procedures; evaluate and analyze facts and legal issues; prepare legal reports, documents and correspondence; speak clearly, and follow oral and written instructions.

Bachelor’s degree from an accredited university may be substituted for four (4) years of the required experience. A Juris Doctorate degree from an accredited university may be substituted for eight (8) years of the required experience.

 

SPECIALIZED EXPERIENCE: Two (2) years of paralegal work experience which demonstrates that the applicant has knowledge of paralegal functions and the ability to provide preliminary legal consultation services to personnel; establish evidence and develop the department’s position in legal cases; and perform legal research and prepare drafts, outlines or summaries of legal subjects, laws, statutes, briefs and other legal documents. 

 

LICENSE: Valid Hawaii Driver’s license preferred. Must satisfactorily pass a background check to include criminal history records check.
