Position Overview 

The Covenant Enforcement Officer is responsible for ensuring compliance with the association's bylaws and house rules by conducting regular inspections of the community's properties. This role plays a key part in maintaining the visual appeal, safety, and harmony within the townhome association. The Officer will identify violations, document issues, and work closely with the Property Manager to ensure proper communication and follow-up with residents regarding noncompliance. 

 

Salary: $25/hr

Job Type: Part-Time

Shift and schedule: Flexible Schedule 40 hours a week

Key Responsibilities 

 

  1. Policy Enforcement
    1. Thoroughly read and maintain an indepth understanding of the association's bylaws and house rules.
    2. Interpret and apply community guidelines fairly and consistently in all enforcement actions.

 

  1. Unit Inspections
    1. Conduct visual inspections of the exterior areas of each unit within the association.
    2. Identify violations related to aesthetics, property upkeep, or other breaches of association rules.

 

  1. Documentation
    1. Take detailed photographs of any violations and subsequent corrections.
    2. Maintain organized records of all violations, including images and relevant dates, to track each case from initiation to resolution.

 

  1. Issuing Notices
    1. Prepare clear and concise violation notices for noncompliant units.
    2. Email digital copies of violation notices to the Property Manager for official mailout to owners.
    3. Assist the Property Manager in tracking the status of violations and ensuring timely corrective actions are taken.

 

  1. Resident Communication
    1. Respond to resident questions or concerns related to violations with professionalism and clarity.
    2. Educate residents on community rules and provide guidance on how to rectify violations, when appropriate.

 

  1. Record Keeping
    1. Maintain comprehensive records for each violation, ensuring all communications, photos, and actions taken are documented.
    2. Track the progress of each case to ensure timely resolution, from the initial inspection to compliance.

 

  1. Qualifications
    1. Knowledge of or ability to quickly learn community association governance, including bylaws and house rules.
    2. Strong attention to detail and the ability to conduct thorough inspections.
    3. Excellent verbal and written communication skills, particularly in dealing with sensitive or contentious situations.
    4. Proficiency in using technology to take photographs, issue notices, and manage digital records.
    5. Ability to remain impartial and professional when addressing violations or disputes with residents.

 

  1. Preferred Experience
    1. Previous experience in property management, covenant enforcement, or related fields.
    2. Familiarity with Hawaii’s community association laws and regulations.

 

  1. Working Conditions
    1. Primarily outdoor work with frequent walking for inspections.
    2. Occasional interaction with residents, which may involve conflict resolution.
