JOB DUTIES:  Permanent, civil service appointment. The primary purpose of this position is responsible for the administration, management and supervision of the Tobacco Prevention and Control Section (TPCS).  This position provides leadership, direction and oversight in planning, developing, and contracts in accordance with the mission, goals, and objectives of the Branch, Division and Department.


MINIMUM QUALIFICATION REQUIREMENTS:  To qualify, you must meet all of the following requirements.  Please note that unless specifically indicated, the required education and experience may not be gained concurrently.  In addition, qualifying work experience is credited based on a 40-hour workweek.


1.       Education Requirement:  Graduation from an accredited four (4) year college or university with a bachelor’s degree.


2.       Experience Requirement:  Four (4) years of professional experience in community health education which involved educating the public in the prevention of disease and other unhealthy conditions, and working as a consultant to other professionally trained individuals such as physicians, nurses, social workers and teachers.


*For the Public Health Educator V level, applicants must possess supervisory aptitude.  Supervisory aptitude is the demonstration of aptitude or protentional for the performance or supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision, e.g., by serving as a group or team leader; or in similar work in which opportunities for demonstrating supervisory capabilities exist; or by the completion of training courses in supervision accompanied by application of supervisory skills in work assignments; and/or by favorable appraisals by a supervisor indicating the possession of supervisory potential.


3.       Substitutions Allowed:  A master’s degree in public health from an accredited college or university may be substituted for two (2) years of Specialized Experience.  A doctoral degree in public health or a closely related field from an accredited college or university may be substituted for the (3) years of the required experience.
