SHORE SUPPORT SPECIALIST – ID# 221243.​ 

 

University of Hawai‘i Marine Center.  Regular, Full-Time, RCUH Non-Civil Service position with the University of Hawai‘i Marine Center (UHMC), located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MONTHLY SALARY:  Salary commensurate with qualifications. 

 

DUTIES:  Manages shipping and receiving, onsite storage, and handling of equipment and supplies in support of University Research Vessels on operations throughout the world.  Ensures compliance with Customs Regulations when required.  Conducts and maintains inventories of Federally-owned and State-owned equipment at UHMC. Compares identifying information and counts, weighs, or measures items of incoming and outgoing shipments to verify information against bills of lading, invoices, orders, or other records.  Determines method of shipment.  Inserts items into containers.  Unpacks and examines incoming shipments, rejects damaged items, records shortages, and corresponds with shipper as needed.  Examines outgoing shipments to ensure shipments meet specifications. Ensures recordkeeping and communications are kept up to date. Operates light vehicles, lift truck or uses hand truck to move, convey, or hoist shipments from shipping and receiving platform to storage or work area.  Maintains vehicle records and maintain and keeps track of employee certifications for the operation of vehicles, including trucks, forklifts and cranes. Trains personnel in use of forklifts and maintains training records. Coordinates vehicle maintenance when required. Operates as certified crane operator and leads UHMC heavy lift crane operations to include loading/unloading equipment and materials from ship to shore. Leads crane operations when deploying and recovering oil boom, mooring, and loading/unloading vessels.  Assists the Marine Operations Superintendent (MAROPSUP) as the Safety Officer Ashore for UHMC which includes but not limited to scheduling drills, coordinating with the USCG and local fire department, administration of safety meetings and drills, and drafting safety manual updates in accordance with Safety Management Systems (SMS), International Maritime Organization (IMO), United States Coastal Guard (USCG), RCUH, UH, and UHMC safety regulations and policies. Manages implementation of safety rules, recommends changes to safety policies, leads safety meetings in the absence of the MAROPSUP, and ensures safety related drills and records are actively maintained. Maintains a compliant and safe work environment, and fosters a safety culture. 

 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  High School Diploma or G.E.D. equivalent.  EXPERIENCE:  At least seven (7) years of experience in facility operations support shipping/receiving, commercial vehicle operations/maintenance, and facility maintenance/security. Experience must include least one (1) year of commercial experience with ship or small boat operations and at least one (1) year of practical experience with forklift operations (e.g., heavy lift crane operator) in industrial/related settings, and at least one (1) year of certified crane operator license.   Experience with other industrial heavy vehicles, such as scissor-lifts and extended-boom forklift operations. ABIL/KNOW/SKILLS:  Knowledge of facility operations.  Must possess some mechanical knowledge.  Knowledge of standard practices for domestic and international shipping/receiving, and applicable customs regulations.  Knowledge of industry standards for commercial warehousing and property management operations.  Knowledge of best practices for inventory tracking/management.  Knowledge of preventative maintenance programs for industrial vehicles. Expert knowledge of site safety and security practices at industrial facilities and use of machinery/equipment. Knowledge of State/Federal safety regulations. Able to use Microsoft (MS) Office Suite software (MS Word, MS Excel, etc.).  Demonstrated ability to operate forklift and maintain records for company vehicles. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i's No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must complete UH Marine Center forklift training within one (1) month from date of hire and maintain throughout duration of employment.  Must possess rigger certification from a nationally recognized Occupational Safety and Health Administration (OSHA) certifier (or be able to obtain and maintain the certificate following the training provided within one (1) month from date of hire and maintain throughout duration of employment). Must complete training and possess certifications for heavy lift crane operator. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals.  PHYSICAL/MEDICAL REQUIREMENTS:  Able to lift and carry up to fifty (50) pounds unassisted. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

 

SECONDARY QUALIFICATIONS:  Small boat maintenance experience. Mechanical skills with diesel and hydraulic equipment   Knowledge of customer bases served by government-sponsored oceanographic research facilities.  Knowledge of SMS, IMO, USCG shore side safety regulations.
