We are seeking a Senior Program Manager to join our Ohana. This position will be located at our corporate office in Honolulu, HI.


The Senior Program Manager (SPM) is the principal staff member assigned to lead the Business Unit-West and will manage assigned contracts, project managers and personnel.  The SPM will be responsible to identify, develop and generate new business growth; establish, nurture and maintain business relationships; actively lead and/or participate in capture activities; and manage and control contract award revenues and expenses to ensure project profitability. The SPM will focus geographically on CONUS states west of the Mississippi and will concentrate on information technology systems, services and support opportunities to enhance the Company's core competencies and capabilities in these areas.  The SPM area of concentration may cut across existing geographic and corporate domains as needed. The SPM will be responsible to supervise, train and manage employees focused on strategic, business and domain action plans to achieve specified goals and objectives. The duties of the Senior Program Manager, in addition to those already listed, will be (but not limited to): 

  • Provide management of multiple simultaneous projects; Business Development for the IT Services and Support Market including but not limited to cyber security, network operations, systems design, analysis and software development, VTC, help desk services, three-five Senior Program, Senior Project Manager as well as Project/Task Managers(s) managing Client Delivery Teams; and, ensuring maximum effectiveness in the use of strategies and resources for the timely completion of all assigned contractual responsibilities on time, on budget and while meeting or exceeding client expectations with a focus on three areas:  Option Year renewal; New Work Same Market; and New Work New Markets per the current Business Plan.
  • Is accountable for overall performance and delivery of defined contracts/scope(s) of work/task orders with strict adherence to customer satisfaction, goals, quality standards for products and/or services, this includes the attainment of program profitability upon project completion.
  • Client Relationship Management--Develops relationships and serves as primary customer contact and manages overall company customer interface relationships for defined contracts/scope(s) of work/task orders to ensure responsiveness to customer needs and effective professional conduct.
  • Lead Business Development efforts from market planning, lead generation, proposal management to staffing and execution. 
  • Provides functional and technical guidance to consulting staff and management.  Will also perform as a program lead in resolution of technical or Staff Management problems that would critically impact performance, schedule and/or cost.
  • Develops overall program schedules for Executive leadership Team review and ensures the development, collection and storage formal documentation in the Corporate Database.  Reviews and approves subordinate program and project plans.  Defines and assigns work to consultants and subcontractors assigned to program; monitors and controls work in progress for technical adequacy; and provides active assistance to meet schedules or resolve complex technical or customer requirements.
  • Establishes performance metrics and monitors progress to assure contract compliance, customer satisfaction and attainment of company commitments, goals and objectives.
  • Utilizing the customers SOW to identify and define technical and functional requirements per task order to draft statements of work to be issued as part of the RFP intended to assist teaming partners and subcontractors with developing cost proposals for their intended work.
  • Mentors and coaches assigned personnel to enhance performance.
  • Is responsible for oversight of compliance and evaluation; identifying the program impacts of proposed and changed federal and state regulations and procedures and participation in the resulting need to develop strategies for implementing needed changes in those procedures and regulations; planning to meet identified needs and strategies for correction of identified problems; assessment of community needs relative to social services delivery systems; establishing and maintaining systems to ensure proper coordination with other divisions and community agencies; and perform related work as required.
  • Attends monthly Business Development and Contract Management meetings and be prepared to review and discuss business development activities and provide program operations and management updates for Executive Leadership Team review and approval.


  • Bachelor's Degree in Computer Sciences, Information Technology, Cyber Security, Systems and Network Management, or similar focus area.
  • PMP certification or five years of project management experience.
  • Large contract and program level experience in business development and contract management. 
  • 12 years of progressive Program Management experience in managing programs $10 - $20 million in contract value. 


Specialized experience involving Management functional responsibilities including:

  • Market and business development.
  • Account management.
  • Project development from inception to deployment.
  • Expertise in the management and control of funds and resources using complex reporting mechanisms.
  • Demonstrated capability in managing multi-task programs/projects.
  • Multi-task contracts and/or subcontracts of various types and complexity.
  • Working knowledge of Defense contracting, FARs, DFARs, CFRs.
  • Working knowledge and understanding of SBA certification programs and application.
