Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI), Telecommunications and Social Informatics (TASI) Research Program, located at the University of Hawai‘i at Mānoa (UHM) in Honolulu, Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MINIMUM MONTHLY SALARY:  $2,767/Mon. 

 

DUTIES:  Works with team to develop, implement, and document codes to perform quality checks, business rules, and data enhancements (e.g., claims versioning, groupers, classification algorithms, etc.) in new or existing data sources. Assists in documenting analytic decisions, processes, assumptions, caveats, and methods. Assists in the preparation of graphical presentations, infographics, and data products to communicate results to policymakers, program managers, health care professionals, and the public. Assists with improving data and platforms for the benefit of all users. Assists in the preparation of information on the relevance, accuracy, and limitations of results. Utilizes reproducible reporting workflows. Assists with research questions and analytics requests. 

 

PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor’s Degree from an accredited four (4) year college or university in Computer Science, Engineering, Physics, Math, Statistics, Social Science, Management Information Systems, Information Technology, Public Health, Biostatistics, Epidemiology, Health Policy, Economics, Business Administration, Public Administration, or related field.

EXPERIENCE

Up to one (0-1) year of relevant work experience with data analysis, data modeling, business intelligence, reporting, and programming. Experience includes working in an implemented software development life cycle environment, and working with data analysis and visualization concepts, data analytic and visualization tools relevant to the project. Experience also includes working with or within healthcare data management.

KNOWLEDGE

Basic working knowledge of research methodologies, study designs, and analytical techniques.

ABILITIES & SKILLS

Basic ability to conceptualize research questions and appropriate methodologies for data analysis. Basic ability to use desktop software, such as Microsoft Office. Problem-solving skills. Excellent communication skills. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition:  Must be able to pass a post offer criminal background check.

PHYSICAL/MEDICAL DEMANDS

Ability to lift and carry up to thirty (30) pounds unassisted.

POLICY/REGULATORY REQUIREMENT

As a condition of employment, employee will be subject to all applicable RCUH policies and procedures, and trainings, as applicable, subject to the University of Hawai‘i's TASI/PHIDC Research Program HIPAA/PHI privacy and security policy and the HIPAA/PHI privacy and security policy of various cooperating entities/organizations. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's TASI/PHIDC Research Program HIPAA/PHI privacy and security training and the HIPAA/PHI privacy and security of various cooperating entities/organizations, training immediately after hire or not later than employee’s initial exposure to HIPAA/PHI. Must maintain a current status on the University’s and/or the business entity's training requirements.

 

SECONDARY QUALIFICATIONS:    

Knowledge of analytical techniques including but not limited to, exploratory data analysis, data mining, precision and bias, logistic regression, survival analysis, machine learning, predictive analytics. Knowledge of healthcare claims data, healthcare coding structures such as ICD-9/ICD-10 diagnosis codes, CPT/HCPCS procedure codes, HL7, NDC codes, therapeutic classifications, healthcare clinical data or public health data. Knowledge of medical and pharmacy claims data structures and data fields. Knowledge of U.S. health systems and payer-provider relationship, including major system stakeholders, providers and provider types, provider services, healthcare billing and coding, and claims processing. Knowledge of Medicaid, Medicare, Children’s Health Insurance Program, including statutory authorities, regulations, and other guidance. Knowledge of data resources of the federal government, including data acquisition processes and requirements. Knowledge of research, studies, and literature on morbidities, comorbidities, and relationship to health care costs.
