Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI), Telecommunication and Social Informatics (TASI) Research Program, located at the University of Hawai‘i in Honolulu, Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: Participates in development of data governance policies and processes, including agreement and legal review, data release, and other policies and processes. Facilitates and investigates data governance inquiries and provides tracking and follow-up. Works with internal teams to manage the process from inquiry, investigation, resolution, to closure. Develops and maintains documentation of data processes, data quality, security, and other data governance and compliance processes. Implements and operationalizes data governance policies and processes, including managing regulatory compliance issues, data sharing protocols, and data documentation, including data dictionaries, and process for regular update and review. Serves as data governance liaison between legal teams, security and privacy officers within the University and external stakeholders.
PRIMARY QUALIFICATIONS:
EDUCATION/TRAINING
Bachelor’s Degree from an accredited four (4) year college or university in Pre-Law, Business Administration, Computer Science, Information Sciences, Social Science, Management Information Systems, Information Technology, Public Health, or related field. (Associate’s Degree from an accredited college or university in a related field of study and four to six (4-6) years of relevant work experience may substitute for a Bachelor’s Degree.).
EXPERIENCE
At least two (2) years of experience with stakeholder engagement and policy and workflow development. Experience must include working with data governance in at least two (2) of the following areas: policy and procedure development; documenting data processes; data management; data quality; data release protocols; data security and privacy compliance; data access protocols; and standardizing data dictionaries and terminology.
KNOWLEDGE
Knowledge of federal and state regulatory and research requirements relating to data governance, specifically around data security, privacy, use and disclosure. Knowledge of federal and state data security and privacy regulations including, the Health Information Portability and Accountability Act (HIPAA); 42 CFR Part 2; National Institute for Standards and Technology (NIST) 800-53 current revision; Medicaid Safeguarding Rules. Knowledge of data governance concepts and implementation practices. Fluency in data governance technologies. Knowledge of principles and practices in project and data governance planning/implementation for information systems.
ABILITIES & SKILLS
Ability to use desktop software, such as Microsoft Office. Excellent communication skills. Ability to conceptualize data governance concepts. Ability to develop and initiate strategies for data governance. Proficient in data governance technologies and project management software and tools. Ability to facilitate and investigate data governance issues. Ability to effectively conduct work remotely (e.g., telework) as applicable.

PHYSICAL/MEDICAL DEMANDS
Able to lift and carry up to thirty (30) pounds unassisted.
POLICY/REGULATORY REQUIREMENT
As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to the University of Hawai‘i's TASI/PHIDC Research Program HIPAA/PHI privacy and security policy and the HIPAA/PHI privacy and security policy of various cooperating entities/organizations. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's TASI/PHIDC Research Program HIPAA/PHI privacy and security training and the HIPAA/PHI privacy and security of various cooperating entities/organizations, training immediately after hire or not later than employee’s initial exposure to HIPAA/PHI. Must maintain a current status on the University’s and/or the business entity's training requirements.
SECONDARY QUALIFICATIONS:
Ability to explore new concepts and to plan and implement projects. Knowledge and experience working with Hawai‘i and Pacific healthcare data systems and healthcare data governance preferred. Understanding of healthcare organization data flows, operational processes, types of data collected, coding standards used (e.g., ICD 9-10, CPT/HCPCS, NCPDP, HL7, etc.). Experience in working on data governance using healthcare data or for a healthcare organization preferred.
