Job Description

MONTHLY SAL:  Salary commensurate w/quals.


DUTIES:  Provides ldership/planning for strategic direction of Med-QUEST data proj to enable data sci, analytics & info sharing in areas of hlth care costs, quality, population hlth, hlth care svc delivery & access to care & social determinants of hlth.  Serves as sr exec to work collaboratively to plan, implement, support Med-QUEST proj. Provides collaborative ldership w/proj team, sponsor & other stakeholders to promote & administer proj activities. Wrks w/Proj Mgr & Team Leads to achieve vision & strategy. Resp for guiding dev & implementation of proj, incl proj planning, mgmt & admin & providing continuous communication & upd on proj activities, milestones, challenges & resolution strategies. Leads outrch & support activities w/proj partners, stakeholders, data contrib & community for overall proj strategy & visioning & implementation of data sharing & integration activities. Provides ldership/guidance on overall data sci & analytic strategy. Plans, facilitates & coords, as appropriate, data sharing design/implementation activities among stakeholder org. Facilitates & estab data governance & data sharing activities, data qual & validation, trng & data mgmt processes & review of requests. Leads vendor engagement & organizes proj staff in various implementation roles. Teaches undergrad-lvl courses, grad-lvl courses, or specific trng in data sci &/or analysis in domain of hlth or human svcs. Pursues publications intended for high-qual professional, policy/prog & public audiences in flds of data sci &/or analytics for hlth care costs, quality, population hlth, hlth care svc delivery & access to care, &/or social determinants of hlth. Directs, sprvses & assigns work to TASI staff.



Master’s Deg from an accred 4 yr coll or univ in an allied fld related to practice of data sci in social sci, public hlth, hlth informatics, hlth care clinical rsrch, hlth analytics, hlth info tech, or info sys.


At least 3 yrs of exper in overseeing a hlth info tech or hlth data analytics proj.  At least 3 yrs of relevant wk exper w/data sci, data mgmt, data anlysis, data modeling, business intel, repting & programming; wking in an implemented sftwre dev life cycle environ; data sys for exch or extract of data from data sys, data anlysis & visualization concepts; data anlytic & visualization tools relevant to proj; wrking w/or w/in hlthcare data mgmt.


Demonstrated knowl in the following areas:

U.S. hlthcare sys, roles of federal & state govts, hlth care svc delivery sys, hlth insur & pymt sys & public & private sources of hlth care data.

Hlth care, payer claims, public hlth &social determinant data stnds & code sets. 

Rsrch design methodologies, modeling, anlysis & repting using complex hlthcare claims or clinical data.

ETL, data cleaning & record linkage processes.

Data anlytics & repting of hlthcare data & in particular complex claims, clinical, public hlth & other hlthcare & social svc data.

Proj admin in govt or public policy & prog, &/or univ settings, incl planning & developing proposals & other sponsor agreements; proj admin, incl finan mgmt & repting.

Legal & policy provisions pertaining to appl practices assoc w/data projs, incl, but not limited to, HIPAA, 42 CFR Part 2, Medicaid laws & regs, CMS Data Use Agreements & others.

Knowl of mgmt principles incl, but not limited to, sprvsing/developing employees, EEO, wrkplace safety, corrective/disciplinary actions & admin of pols & procs.


Demon abil/skills in:

Planning, design & implementation of methods, practices, procedures, techniques & concepts related to data sharing, integration & mgmt of hlthcare data, incl, but not limited to, elec hlth records, public hlth, payer claims & social determinants of hlth data.

Data analytics & reporting of hlthcare data & in particular complex claims, clinical, public hlth & other hlthcare & social svc data.

Estab/maint effective wrking relationships w/admin, stakeholders, sponsors, faculty, staff, students & others from culturally diverse bkgrnds.

Record of obtaining & managing contracts, grants, or external funding agreements.

Independently manage proj of similar nature & scope.

Mgmt & sprvsory exper of staff, grants & budgets of proj of similar nature & scope.

Must have excellent interpersonal skills.

Must have excellent prob-solving skills.

Must be able to wrk under pressure & w/varying deadlines.

Abil to estab work stnds/expectations & clear direction to meet goals & obj of ongoing wrk for direct repts.  Abil to provide guidance, motivate & engage direct repts through effective communication & ldership.  Abil to assign work & to estab work rules & acceptable levels of qual & quan of wrk.  Abil to review wrk & eval performance & develop required job competencies of direct repts.

Abil to effectively conduct work remotely as applicable.

Post Offer/Empl Cond:  Must be able to pass a post offer crim bkgrnd chk.


Able to lift & carry up to 50 lbs unassisted to support moving equip or supplies for project.

Must maintain a current status on the University’s &/or the business entity's trng req.



Doctoral deg from a college or univ of recognized standing in an allied field related to practice of data sci in social sci, public hlth, hlth informatics, hlth care clin rsrch, hlth analytics, hlth info tech, or info sys.

Knowl & exper w/legislative & budgeting processes incl exper w/writing & presenting testimony, participating in briefings, etc.

Knowl & exper in working w/enterprise systems and technologies for analytics.

Knowl & exper w/Medicaid data & MES, incl Medicaid data mgmt sys, such as legacy Medicaid Eligibility & Enrollment, Management Information Systems, and other required modular systems in state Medicaid agencies.

Knowl & exper in working w/CMS Medicare, Medicaid & other related data.

Knowl of risk assessment & risk adjustment models used in health care, incl but not limited to, HCC, CDPS, Charlson Comorbidity Index & other models.

Academic &/or proj, grant, prog or other publications.

Exper wking w/federal funding agencies involved w/hlth care svcs, incl but not limited to, Ctrs for Medicare & Medicaid Svcs, Ofc of the Natl Coord, HRSA, AHRQ, etc.

Exper in overseeing work of vendors &/or 3rd-party contractors.

Capable of teaching grad-level quant rsrch methods & data analytics courses in data sciences.
