Job Description

Working under the direction of the TLC Director, the TLC Manager– Wahiawa is responsible for overseeing the daily operations and employees of the TLC program at our Wahiawa location.  As a member of the Lanakila Pacific management team, the TLC Manager- Wahiawa is expected to provide leadership, training, and oversight to TLC Coordinators and Instructors, ensure program implementation is in compliance with contract standards, and demonstrate leadership in the commitment to Lanakila Pacific’s values, mission and management philosophy.  The TLC Manager- Wahiawa is expected to understand all aspect of daily operations, continually evaluating its policies, procedures, and practices to ensure best practices are being implemented and needs of internal and external customers are being met.



Position Specific Duties:


  • Ensures services provided are in compliance with DOH Waiver Standards
  • Coordinates and facilitates active involvement of community resources such as parents, guardians, care providers, social workers, volunteers, and other professional staff to ensure maximum benefits for the Participants
  • Responsible for bringing in new admissions (including tours, intakes, assigning of new cases, etc)
  • Maintains an internal Continuous Quality Improvement (CQI) program and provides ongoing feedback to improve the CQI program
  • Ensures appropriate, timely, and quality services to Participants
  • Ensures that all reports (TLC Coordinators and Instructors) satisfy the total reporting requirements for DOH and internal practices
  • Provides case coordination as needed
  • Provide ongoing assessment of program to ensure best practices are being implemented


General Administrative:


  • Participates in the development of TLC and agency policies and procedures

  • Attends management meetings and conferences to assure complete coordination of TLC services with the organizational mission of Lanakila.  Relays accurate information to TLC staff

  • Works with TLC Director on developing appropriate standard operating procedures (SOPs)

  • Attends training sessions/classes as mandated by organizational policy and/or as recommended by the program via President

  • May serve as acting Director in the absence of the Director of TLC

  • Prepare for, and participate in, the Annual DOH audit

  • Collaborate and coordinate with other department heads as needed to achieve program or organizational goals

Other Duties:

  • Performs other duties as assigned to meet Lanakila Pacific’s goals.

  • Attends training and education as required by organizational policy or as recommended by the Director of TLC









  • Education: Bachelors degree in Social Sciences or Education. Master degree in human services or other related field preferred.
  • Experience: 3 years experience working directly with individuals with developmental disabilities and 2 years supervisory/management experience required.
  • Clearance/Certification: Must maintain the following clearances/certification: 1) annual TB clearance; 2) current First Aid and CPR Certification; 3) Criminal Background check; 4) Child Protective Service check; 5) Adult Protective Service check; 6) Fieldrprint Fingerprinting and 7) List of Excluded Individuals and Entities (LEIE).
  • Valid driver’s license and clean driving abstract with access to an insured vehicle.



Working Conditions/Hours:

Monday through Friday; indoors, office setting, occasionally outdoors; may travel to see employees, other program sites, meeting sites, etc., as required; may be required to work outside of normal business hours.
