Job Description



State of Hawai‘i Department of Health.  Regular, Full-Time, RCUH Non-Civil Service position with the State of Hawai‘i Department of Health (DOH), Chronic Disease Prevention and Health Promotion Division (CDPHPD), Hawai‘i Tobacco Prevention and Control Trust Fund Project, located on Oahu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY:  Salary commensurate with qualifications. 


  • Works closely with the DOH CDPHPD, Tobacco Prevention and Education Program (TPEP), to manage and monitor the scope of work of Hawai‘i Tobacco Quitline (HTQL) and Prevention Trust Funded contracts. 
  • Collaborates to increase effectiveness and efficiency in tobacco prevention service integration, delivery, and impact. 
  • Provides timely coordination between DOH and Hawai‘i Community Foundation (HCF) Funds Manager on developing and negotiating contract scope of services, work plan modifications, and approvals for compensation and payment. 
  • Manages and monitors implementation for the major contracts. 
  • Supports development and execution of state strategic tobacco control plan. 
  • Builds and manages relationships with tobacco cessation and prevention providers. 
  • Coordinates and assists DOH and HCF in developing logic models, evaluation plans, and budgets for the HTQL and Prevention Trust Funded contracts.  
  • Organizes, supports, and responds to training requests. 
  • Develops reports, presentations, briefs, and other materials to represent and advance the implementation of the HTQL and Prevention Trust Funded contract goals.  
  • Works during evenings and weekend hours. 
  • Occasionally travels to outer islands and continental U.S. to participate in off-site meetings and production activities. 




  • Bachelor’s Degree from an accredited four (4) year college or university. 



  • One to three (1-3) years of experience in tobacco prevention and control or related area of public health, and experience managing large projects, grants, and contract monitoring. 



  • Knowledge of concepts, theories, and practices related to public health, evaluation, and program planning in tobacco control and chronic disease prevention. 
  • Knowledge of health communications and behavior change models and theories. 
  • Knowledge of financial accountability. 
  • Knowledge of contract management and writing. 
  • Knowledge of accounting principles. 
  • Knowledge of strategic implementation of tobacco control or chronic disease prevention policies. 
  • Knowledge of culturally appropriate programs for diverse ethnic, cultural, and language groups for Hawai‘i populations.  
  • Good verbal and written communication skills, including oral presentations. 
  • Proficient skills in Microsoft Word, Excel, and PowerPoint. 
  • Ability to keep accurate data, and to apply appropriate technology to complete tasks. 
  • Must possess leadership, initiative, and partnership building skills. 
  • Must be a team player, be flexible, and be open to collaboration. 
  • Ability to plan and organize work effectively. 
  • Ability to attend off-site meetings and participate in production activities.

  • Master’s Degree from an accredited college or university in Public Health or related field. 
  • Experience in bridging public health programs and policies and preventive health services through the Affordable Care Act.
