Regular, Full-Time, RCUH Non-Civil Service position with the Maui High Performance Computing Center (MHPCC), Department of Defense High Performance Computing Modernization Program’s “Vanguard Center for High Performance Computing”, located at the Maui Research and Technology Park (MRTP) in Maui, Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. This position will conduct research under the University of Hawai‘i Applied Research Laboratory (ARL) Task Orders.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 


MONTHLY SALARY RANGE:  $12,500 - $18,737/Mon. 

 


DUTIES:  Responsible for all task order proposal preparation and analysis; develops financial projections; collects cost and progress data; prepares cost and schedule performance and other reports; performs analysis of variances; presents data to the VCHPC, UH ARL and sponsor (Air Force Research Lab, AFRL) personnel. Coordinates fiscal management, proposal and procurement functions with the VCHPC, UH ARL and sponsor (AFRL) personnel. Serves as chief compliance officer for the VCHPC with respect to VCHPC compliance with UH, Research Corporation of the University of Hawai‘i (RCUH) and Federal Government procedures and regulations.  Directs, supervises, and assigns work to VCHPC Administrative Team’s staff members.  Responsible for coordinating all VCHPC contracts and agreements between VCHPC, UH affiliated institutions and various State and Federal agencies such as the Department of Defense (DoD). Prepares and manages VCHPC budgets.  Assists with developing and implementing a VCHPC fiscal administration plan and related procedures that are consistent with UH and RCUH requirements. 


 

PRIMARY QUALIFICATIONS:

 

EDUCATION

Bachelor’s Degree from an accredited four (4) year college or university in Business or related field.

EXPERIENCE

Seven to nine (7-9) years of experience in contract and fiscal management for a major organization or institution (public or private) with substantial research or development programs.  Experience should include responsibility in regulatory compliance, internal controls, budgeting, and contract administration. Experience must include at least five (5) years of U.S. Department of Defense contracting,  fiscal and financial management processes, and at least one (1) year of supervisory experience.  (Master’s Degree from an accredited college or university in Business Administration may substitute for up to three (3) years of experience).

KNOWLEDGE

Thorough knowledge of the principles and practices of modern business management, DoD contracting and fiscal regulations and requirements, and U.S. Air Force or similar performance based contracts.  Working knowledge of the Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS). Strong familiarity with Federal contracts, grants, and other extramural funding mechanisms for research and development.  Knowledge of proposal preparation. Knowledge of Earned Value Management Systems and associated reporting. Knowledge of management principles including, but not limited to, supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures.

ABILITIES & SKILLS

Must be a U.S. Citizen, a requirement of the Government security investigation to meet eligibility requirements for access to classified information. Ability to independently supervise and direct a team of professionals. Proven ability to write effective proposals, develop budgets and financial projections, perform variance analysis and corrective action, and to prepare cost and schedule status reports. Ability to communicate effectively, both orally and in writing.  Ability to develop and negotiate contracts and agreements with a variety of agencies and institutions. Ability to coordinate effectively with administrative support organizations, track progress of contracting and fiscal actions and provide accurate status to the VCHPC Director. Strong PC, MS Office application and report/presentation skills. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports.  Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership.  Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work. Ability to review work, evaluate performance, and develop required job competencies of direct reports. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition:Must be able to obtain and maintain a security clearance based on a tier-3 background investigation to access classified information. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

PHYSICAL/MEDICAL DEMANDS

Ability to lift and carry up to thirty (30) pounds unassisted from a sitting, bending, or standing position. Ability to perform repetitive keyboard entry for up to ten (10) hours per week.

SECONDARY QUALIFICATIONS:    

 

Master’s Degree from an accredited college or university in Business Administration. Knowledge of RCUH and UH fiscal and financial management systems. Previous service in a Fiscal Officer (FO) capacity.
