Job Description




Office of the Vice President for Research and Innovation.  Regular, Full-Time, RCUH Non-Civil Service position with the Office of the Vice President for Research and Innovation (OVPRI), performing project tasks under the applicable cooperative agreement for the U.S. Army Garrison (USAG), Directorate of Public Works (DPW), Environmental Office, Natural Resources Section, located on the island of Oahu. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 




DUTIES:  A primary goal is to ensure that the military mission is accomplished and that training opportunities are realized to the fullest extent possible in a manner consistent with Federal, State, and Army environmental quality policies.  Work must be done in accordance with applicable Army, Federal, and State regulations and laws, especially regarding endangered species, safety and health, and pesticides.  Majority of tasks take place on Army lands. Works independently to direct and manage the Oahu Army Natural Resources Program (OANRP) vegetation management programs, including invasive plant management and native plant restoration. Directs, supervises, and assigns work to OANRP staff. Ensures programs meet goals for the Makua Implementation Plan (MIP) and Oahu Implementation Plan (OIP), and keeps the Army in compliance with Biological Opinions. Oversees the development of conservation practices and protocols (via research, trials, data analyses, and observations) to guide OANRP vegetation management program strategies and actions. Directs and oversees data management (including OANRP database and GIS) for vegetation management programs.  Collaborates with OANRP Conservation Manager to plan stabilization actions. Organizes OANRP staff committees to develop experimental design for research projects related to vegetation management.  Coordinates with Biologists, Specialists, Team Supervisors, and other staff to ensure production of the year-end report. Contributes to Section 7 Consultation with the U.S. Fish and Wildlife Service (USFWS). Works with partner agencies to plan conservation strategies that further the cooperative agreement. Reports on progress in published reports and via oral presentations to groups, including the USFWS, the Army Biologist and Natural Resource Manager, other partners, and OANRP managers. Plans educational training for staff. Requires riding in helicopters and driving off-road. Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision. 


PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor's Degree from an accredited four (4) year college or university in Biological Science, Natural Resources Management, Environmental Science with basic or related biology courses, or a related field.  EXPERIENCE:  Four to six (4-6) years of work experience in natural resource management of biological resources, including two to four (2-4) years of experience in vegetation management, including invasive plant management and habitat restoration. Experience must also include two to four (2-4) years of experience supervising paid staff. Attendance in supervisory training programs. Experience needs to be well-documented and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field. Experience in networking and collaborating with diverse groups.  ABIL/KNOW/SKILLS:  Substantial knowledge of vegetation management, strategy, monitoring, resources, and techniques. Proficient knowledge of invasive plants and their control techniques, including herbicide use, handling, storage, and reporting. Proficient knowledge of habitat restoration techniques. Substantial knowledge of native and alien plant taxa from the island of Oahu. Proficient knowledge of plant identification tools and resources. Proficient knowledge of trial design and experimental principles. Proficient knowledge of natural resource conservation techniques, including rare taxa management (plants and animals) and control of invasive animals. Knowledge of Hawai‘i’s native ecosystems and their conservation. Proficient knowledge of the endangered species act. Knowledge of computer programs which aid in the organization and implementation of projects. Knowledge of management principles including but not limited to supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures. Demonstrated ability to solve problems related to natural resource management. Ability to communicate clearly and effectively with supervisor, co-workers and partners. Must have excellent organization and project management skills. Strong proficiency in conducting biological research and ability to lead a team as well as work as a team member. Strong ability to organize biological data and present findings in written and oral reports. Familiarity with biological database application and maintenance. Ability to use computer programs, including but not limited to: Microsoft Word, Excel, Access, and PowerPoint or other presentation software; software for statistical analysis and graphing; and ArcGIS or other geospatial database software. Ability to use maps, compasses, and GPS units to navigate in the field. Ability to establish standards/expectations and clear direction to meet goals and objectives of on-going work for direct reports. Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership. Ability to assign work and establish work rules and acceptable levels of quality and quantity of work. Ability to review work and evaluate performance, and develop required job competencies of direct reports. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle. Post Offer/Employment Conditions: Please visit to see full list of requirements.  PHYSICAL/MEDICAL REQUIREMENTS:  Able and willing to conduct work under dirty, muddy, rainy or sunny, hot or cold, and strenuous outdoor conditions (e.g. extreme weather, mosquitoes, steep terrain). Able to hike up to six (6) miles per day, with a backpack weighing up to thirty-five (35) pounds unassisted, and camp in remote areas and rugged terrain for up to four (4) days at a time.
