Job Description

Program Administrator in our Water Quality Division is responsible for planning, directing, organizing, administers and certifies the public health and safety, regulatory conformance and environmental protection of the department’s water sources, treatment, and delivery systems through program managers and staff in various specialized scientific and technical areas of expertise. The position has the final authority over subordinates’ water quality decisions. The position makes process control and system integrity decisions about water quality when advising GAC changeovers and reservoir chlorination dosages and frequencies, chlorination of new mains, placement of facilities in service based on Micro/Chem lab results and provides direction and guidance in response to water quality issues.

 

Duties and responsibilities may include but not limited to:

·         Planning, directing, organizing and administering the compliance and enforcement of the department’s water sources, treatment, storage and distribution system, operations, maintenance, planning, construction, renovation and remediation in accordance with all federal, state, and county drinking water and environmental protection regulations and statues, chemistry, microbiology, biochemistry, biology, and toxicology principles, public health statutes, regulations, standards, ordinances, permits, and water supply industry practices.

·         Planning, developing, directing, organizing and administering the centralized intra and inter-departmental and inter-agency planning, coordination and execution of various environmental studies and research programs, and the surveillance, identification, resolution, protection and mitigation of industrial, agricultural, radiological, biotechnological and other pollution threats including natural and man-made disaster threats and problems to the department’s drinking water sources, treatment, storage and delivery systems and the environment as a whole.

·         Determining, planning, directing, and administering the development, implementation and enforcement of department policies and procedures pertaining to water quality and environmental protection programs within the framework of federal, state and county regulations, statutes, rules and ordinances and the department’s goals, objectives, standards and requirements.

·         Analyzing all reports, studies, and information to assess the impact on water quality and environmental protection policies and changes on the provision of services to the general public.

·         Directing the preparation of plans for the modification or expansion of programs and budgets.
