CORE OPERATIONS OVERSIGHT MANAGER

($80,000 – 90,000 year, commensurate with training and experience)


 

The primary function of Operations Oversight is to work across the Behavioral Health Administration (BHA) divisions to jointly plan; monitor and review; and maximize the resources, quality and other priority outcomes of the BHA Divisions. 

 

 

 

Minimum Qualification(s)

 

EDUCATION:  Master’s degree from an accredited college or university in business administration, education, human or social services, public health or medical care required. 

 

EXPERIENCE:  A minimum of five (5) years progressively responsible work experience in a behavioral health care setting required, with at least three (3) of those years in a supervisory position.  In addition, three (3) years experience working in healthcare quality and outcomes management required.

 

One and one-half years of business administration, public administration, or other responsible professional experience which required a high degree of analytical skill (e.g., management analysis, budget systems, work methods and practices, personnel needs and utilization, and quality of services rendered, of an operating program.

 

KNOWLEDGE OF:  Continuous quality improvement theory and practice, including assessment of practice and outcomes methodologies and tools; performance measurement and standards theory and practice; knowledge of utilization management theory and practice, including assessment of practice and outcomes methodologies and tools; familiarity with clinical behavioral health diagnoses and current trends in treatment and evidence-based best practices; familiarity with psychiatric, substance abuse, functional level, and other behavioral health assessments; familiarity with research design and methodology protocols, including human subject study, population sampling, data collection methodology, data analysis, and reporting; and familiarity with state and federal laws concerning behavioral health treatment, forensics, and facility licensure/certification.

 

Developing and overseeing the administrative aspects of a major statewide program affecting a broad area of public health, and an organization of extensive size, scope, complexity and diversity.

 

SKILLS/ABILITY TO:  Establish and maintain professional working relationships with internal and external stakeholders of various cultures, backgrounds, and skill sets/knowledge; express and present ideas clearly and effectively in written and oral formats; effectively synthesize and evaluate information from various sources and make recommendations for goal and priority setting; recommend policy and procedural changes related to improving the standardization, efficiency, and cost effectiveness of quality and outcomes management; and project management.

 

LICENSE:  Valid license to drive in the State of Hawaii preferred.
