The Human Resources Manager is responsible for the efficient day-to-day operations, administration, and implementation of personnel policies, procedures and processes in the areas of recruitment, compensation, benefits, and employee relations. That includes managing personnel, providing quality customer service, supporting a safe work environment, and providing general guidance to managers and employees on Human Resources related issues.


Full-time, Monday to Friday, 7:30am-4:30pm


Honolulu, Oahu


  • Oversee the administration of the HR system to compile, update, and maintain employee data relating to personnel information, employment profile, benefits, compensation and pay allocation, and performance.
  • Ensure the confidentiality of HR operations and maintenance of Human Resources records including employee personnel, medical and performance files, trainee files, I-9 documents, Voluntary Self-Identification for Disability and Veterans, HC-5 waivers; 401K retirement plan forms.
  • Manage HR Help Desk Portal and serves as a link between management and employees by handling questions, interpreting and administering policies and procedures and helping to resolve work-related problems.
  • Develop and implement personnel policies, procedures and processes to ensure efficient operations including, but not limited to, Motor Vehicle Record Guidelines, military base access, Bloodborne Pathogens Certification, pre-employment drug testing, and I-9 verification.
  • Serve as the EEO Officer responsible for developing and implementing the Affirmative Action Plan to ensure equal employment and affirmative action receive sufficient attention and management support.
  • Track and analyze employees? eligibility benefits and recommend changes to management.
  • Prepare and/or review for accuracy personnel action forms relating to benefits, allocations, compensation and pay adjustments, recruitment and terminations.
  • Supervise HR Assistant and HR Coordinator activities relating to onboarding new hires for payroll, benefits, employee information, employee credentials, and monthly New Hire Orientation.
  • Serves as primary point of contact with federal and state agencies, including: DoL, UI Division, Department of Homeland Security, etc.
  • Engage with directors and managers to implement workflow for annual employee performance evaluations and update job descriptions for exempt and non-exempt employees.
  • Assist program directors as the primary point of contact with temporary employment agencies to coordinate temporary workers or temps to hire on an as-needed basis.
  • Assist Director of Human Resources to investigate complaints and report on findings relating to Harassment-Free Workplace Policy, Workplace Violence Discrimination Policy, Code of Conduct and other potential violations of personnel policies and work rules.
  • Prepare reports to various Federal and State agencies as scheduled and as required; prepare periodic reports to the Director of Human Resources and VP of Admin, as requested.
  • Perform other related duties as assigned.


  • Bachelor?s degree in Human Resources or related fields.
  • At least 7 years experience in HR and 3 years' supervisory experience.
  • Valid driver?s license and clean driver?s abstract.
  • Must be able to pass TB clearance, pre-employment background check and drug screening, and Child Protective Service/Adult Protective Service check.
  • Ability to give clear instructions or directions to others.
  • Adaptable to changing situations with excellent problem-solving skills.
