Job Description

Position Summary

The Accounting Supervisor is responsible for the fiscal area working under the broad supervision of the Chief Financial Officer. Accounting Supervisor is empowered to delegate the authority to complete routine and special tasks to persons under direct supervision while retaining responsibility for task completion. The Accounting Supervisor's key responsibility is to keep the Chief Financial Officer well informed of developments within the fiscal area.

I. Essential Functions

Supervise daily activities of financial operations.
Prepare monthly financial statements, general ledger analysis, allocations, cash flow forecasting, and program funding analysis.
Monitor all departments purchasing, keeping in line with budget and cash flow guidelines.
Prepare budgets under direction of CFO.
Assist CFO with preparing and responding to RFP's.
Make modifications to the Financial Policy and Procedures Manuals.
Supervise preparation of Quarterly and Annual State financial reporting.
Maintain Contract Funding Reporting to all Managers.
Supervise the accounting staff.
Coordinate with independent auditors and responsible personnel for annual external audit; supervise preparation of audit schedules and documents for external audit.
Maintain fixed asset maintenance and reporting.
Maintain statistics associated with Hina Mauka's budget for utilization in reporting and documenting.
Supervise integrity and efficiency of the overall financial system.


II. Other Functions

Other duties as assigned by the Chief Financial Officer.

III. Qualification Requirements

Experience and Training:
Bachelor degree in Business Management, Accounting, Finance and over 7 years of relevant experience.
Five years experience, with progressively more responsibility in moderate to large programs and agencies, in fiscal management.
Previous supervisory experience.

Knowledge, Skills and Abilities:

Training or experience in managing delivery of business services in a public or non-profit agency setting.
Training or experience with state and federal government contracts.
Training or experience in use of computer and other tools of automation, electronic office equipment, and data base systems in order to evaluate, implement and supervise their use.
Ability to meet requirements of standard accounting procedures in the preparation of agency budget, accounting systems, and fiscal management.
Ability to apply knowledge of Generally Accepted Accounting Principles (GAAP) to oversee recording of accounting transactions and preparation of financial statements.

IV. Physical/Mental Demands
