State Opioid Program Specialist
$4,692 - $5,712 per month, salary commensurate with training and experience
Exempt, temporary, full-time, non-civil service appointment. This position serves as a statewide substance abuse program specialist responsible for the development, implementation, coordination, and carrying out day-to-day operational activities including development of project strategies, services and reporting; procuring contractual services and budgeting to ensure funds are utilized in accordance with the State Opioid Response (SOR) and the State Targeted Response (STR) grants.
Minimum Qualifications
EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor’s degree and major work in one of the behavioral sciences, social sciences, public health, or related field. A master’s in public health, public administration and planning, business administration, or any of the health or social sciences is preferred.
EXPERIENCE: Not less than one and on half (1-1/2) years of progressively responsible professional experience in health communication/marketing planning, implementation and evaluation which required knowledge of public health, current social and economic conditions, community organizations, and the services and/or programs offered to the community. Not less than one (1) year of specialized progressively responsible experience which demonstrated the ability to conduct focus groups, surveys, and other measures and analysis of public attitudes and behavior choices related to the public health and prevention of disease, disorders or injury.
Substitution of Education for Experience: Possession of a master’s degree or successful completion of thirty (30) graduate semester credits or its equivalent in public health, health education and communication, or other related field from an accredited university may be substituted for one (1) year of Specialized Experience. Successful completion of all requirements for a Ph.D. in the above described fields from an accredited university may be substituted for two (2) years of the Specialized Experience requirement.
LICENSE: Valid State of Hawaii Class 3 driver’s license is preferred.
