JOB DUTIES: Temporary, civil service appointment. The primary purpose of the position is to assist the Public Health Preparedness (PHP) Planner in improving and maintaining state public health preparedness, response and recovery capabilities through the implementation of public health education and training programs. This federally funded position operates under a Hospital Preparedness Program (HPP) – Public Health Emergency Preparedness (PHEP) Cooperative Agreement, sponsored by the U.S. Centers for Disease Control and Prevention (CDC).

Specific job assignments include: Gathers and compiles information and organizes material for use in education and training programs. Adapts information from various public health educational programs for use as educational materials, and prepares and disseminates such materials. Promotes, participates in or provides in-service training courses for public health staff, and other healthcare providers. Coordinates the health education work of other groups as to minimize the duplication of effort. May prepare and give lectures and talks before interested groups.

Participates in analyzing the capacity to conduct training needs assessment and the ability to provide access to training on infectious disease outbreaks and other public health emergencies. Recommends appropriate improvements as necessary. Evaluates the effectiveness of training and education programs on individual staff using formal pre- and post-test instruments, practice-based skill reviews, peer observations, and other scientifically validated and relevant health education tools.

Assists PHP planners in developing and executing PHP response exercises. Evaluates the effectiveness of training, and the incorporation of lessons learned from performance during drills, simulations, and events. Participates in implementing incentive strategies to ensure workforce competency. Conducts formal professional competency reviews to ensure that staff are fully trained and cross-trained using an all-hazard approach. Regularly updates a computerized public health workforce inventory that lists all available manpower, including staff, contractors, community partners, private practitioners, academic partners, and other professionals with technical, clinical, cultural competence, and other skills and experience readily accessible to address public health threats and emergencies.

MINIMUM QUALIFICATION REQUIREMENTS: To qualify, you must meet all of the following requirements. Please note that unless specifically indicated, the required education and experience may not be gained concurrently. In addition, qualifying work experience is credited based on a 40-hour workweek.

1.     Education Requirement: A bachelor’s degree from an accredited four-year college or university. Master of Public Health preferred.

2.     Experience Requirement: Two (2) years of professional experience in community health education which involved educating the public in the prevention of disease and other unhealthy conditions, and working as a consultant to other professionally trained individuals such as physicians, nurses, social workers and teachers.

3.     License: A valid driver's license is required for some positions. For those positions requiring a driver's license, you must possess a valid driver's license at the time of appointment. The immediate vacancy has this requirement.Â
